This article is based on the National Electronics Council´s 1992 Mountbatten Memorial Lecture, and asks whether Europe´s high-technology policies are right, and indeed whether there should be a policy at all? The author discusses whether areas such as IT, microelectronics and communications should escape the attention of the policy makers
