Abstract
Load Management projects are now moving from sample or test programs into a useful new resource for many utilities and because load management is a demand side resource it presents a problem for many planners. Historically the tools most planning departments have had available have been production costing, reliability, and revenue models all supply side. In this paper I propose a method of modeling the system and economic impact of direct control load management using existing supply side models.
