Abstract :
A Coordinated Load Management System (CLMS) is being developed to enable member cooperatives of the Allegheny Electric Cooperative, Inc. (Allegheny) to directly control water heaters and other end-use loads. The system will be hierarchical. A central Coordinating System, operated by Allegheny, will assist Allegheny in developing optimal load control schedules and send them to Member Systems, which will be installed at the headquarters of each member cooperative. The Member Systems will forward these schedules to Remote Controllers installed at delivery points, and these will use the power lines to send commands to load control receivers. Moreover, each member cooperative will be able to monitor and control load on its electrical system from an operator´s console of the Member System. Two control objectives will be supported: reduction of the monthly peak load at individual delivery points, and minimization of Allegheny´s total contribution to the monthly peak load of its power suppliers.
