Abstract :
Experience has shown that the implementation of a large scale load management system, deserves consideration of a number of "external" factors in addition to those "internal" to the design of the system itself. This is prompted by the fact that the "internal" load management system does not operate in a vacuum, but must interface with many other operations, policies, and procedures, both within and outside the user utility. Some of these considerations, such as integration with an Energy Control Center, have been previously discussed. This paper also presents some additional integration opportunities that by pre-design or evolution, have been implemented in the Southern California Edison Air Conditioner Cycling System. Several are unique, and may provide food-for-thought for other utilities considering similar large scale programs.
