Abstract
H.A. Simon´s theory about complexity is applied to reveal the hierarchic structure and near decomposability of industrial systems in Guangzhou, China. The hierarchy presented is substantially different from those in other works since only the interactions of different orders of magnitude in different levels are taken into account, the description for complex systems is remarkably simplified
