Abstract :
The current state of reliability specification and design methods is described. These methods aim to keep the expected value of the effect of network failures on the users under a certain level by assuming that the effect is approximately proportional to the outage time. The evaluation of long outages is discussed. Future reliability specification and design methods are also discussed.<>
