Abstract :
MEDICOM, an emergency medical services (EMS) communications system conceived in 1968 and which became a reality in 1973, is described. This system was implemented before the development of FCC Docket 19880 and uses EMS radio communications channels not specified in that docket. Insights are provided on problems that face government agencies such as FCC, DOT, DHEW, and NTIA in relation to regulation and funding of EMS communications.
