Abstract :
This paper describes a system which makes it possible for broadcasting stations, whether federal or commercial, to trigger (demute) and de-trigger (remute) the general public´s receivers, as a whole or on a selective basis, in order to give home warning of a natural or man-made disaster, with the worst case being nuclear attack. The warning system is a matter of life or death to the general public. It is therefore imperative to get their full acceptance of the system. This is accomplished by paying utmost attention to achieving nearly perfect system performance with an inexpensive warning receiver within the budget of every American household.
