Abstract :
For pt.I see ibid., vol.7, no.2, p.554-9 (1992). A statistical analysis of the ANSI/IEEE loadbreak switching test shows that it cannot offer utilities reliability assurances. An alternative approach to loadbreak testing is presented. It utilizes the concepts of a generic switching reliability characteristic, composite system switching reliability (CSSR), and lower confidence limits to relate laboratory test performance to utility reliability needs
