Abstract
It is shown that conventional notions of the electromagnetic phase velocity in moving media are in general, inconsistent with the Einsteinian velocity addition. A new vector quantity, normalized phase slowness, is introduced and shown to be consistent with both the Lorentz transformation and the Einsteinian law of velocity addition.
