Abstract
The effects of government imposed secrecy in science and technology are discussed. It is argued that such secrecy is on balance harmful both to the national security and to our democratic institutions. Proposals are made for legislative remedies. Legislation is advocated that would prohibit restrictions on unclassified information, and that would constrain sharply the scope of executive orders regarding procedures for classifying information.
