Abstract
This paper presents a conceptual framework for implementation of utility demand-side management (DSM) programs. The key steps in the process are: establishment of DSM goals, identification of appropriate end uses, assessment of technical options, and development of implementation strategies. Major issues related to customer acceptance and customer response are reviewed. Six generic categories of DSM programs are identified and discussed. Key organizational issues related to DSM program implementation are also reviewed.
