Abstract
Background material on ethical standards in general is provided. The author discusses where ethical standards come from, how they are arrived at, and how they can be promoted and applied. His intent is to help prompt a wide-ranging discussion within the profession in general and the IEEE Computer Society in particular that will result in a consensus on a set of standards for the profession.<>
