Abstract :
The magneto-ionic theory for drifting plasma for the case of oblique incidence is developed by using matrix analysis. The q variable may be evaluated from a determinantal equation. The present theory reduces, in particular cases, to the Booker quartic and to the magneto-ionic theory for drifting plasma developed previously by the author.
