Abstract :
It is argued that if policy makers want true competition, telephone companies, like anybody else, ought to be allowed to bring their best to market. It is concluded that the industry faces many of the same problems that presented themselves ten years ago, with the added problems of constricting regulatory structures that preclude genuine competition.<>
