Abstract :
If a charged cylindrical capacitor is rotated about its axis, the magnitude of the current induced on the inner surface will be a measure of the angular velocity of rotation. In this note we explore the possibility of building such an apparatus with superconducting materials and a SQUID to measure the current. We show that this device is capable of measuring its intrinsic rotation velocity and we consider designs which are sensitive enough to measure the mass of the electron to a high degree of precision or conversely establish a voltage measurement in terms of fundamental constants.
