Abstract
The authors address the inter-utility data exchange issue in the context of power-system-state estimation and static security assessment. Some of the relevant problems and alternative options are discussed. In particular, the state-estimation measurement time skew problem is singled out and several empirical quality criteria are proposed to quantify its severity of impact on a state-estimation solution. Runs of about 200 state-estimation simulation cases are analyzed. It is concluded that, under normal conditions, 15 minutes data snapshots may be adequate to track the static security of a power system.<>
