Abstract :
We present a survey of techniques applicable for determining the complex permittivity, ε, and permeability, μ, of materials at millimeter wavelengths. Data from measurements of simple dielectrics, ferroelectrics, and magnetically active materials are presented to illustrate our methods using the NRL quasi-optical millimeter-wave facility.
