توسعه گزينه‌هاي راهبردي براي سياستگذاري در صنعت نفت ايران بر اساس آينده‌ نگاري راهبردي

Developing Strategic Options for Policy Making in the Iranian Oil Industry, based on Strategic Foresight

جايگاه نفت در توليد ناخالص داخلي، سياست­گذاري در صنعت نفت ايران را حايز اهميت ساخته است. اما عدم اطمينان فزاينده در اين حوزه، گرايش به رويكردهاي نويني چون آينده­نگاري راهبردي را در نظام سياستگذاري براي اين صنعت ايجاب مي­كند. اين تحقيق، در پي تدوين سناريوهاي صنعت نفت ايران در افق 1404 و توسعه گزينه­ هاي راهبردي بر اين اساس است. روش كلي تحقيق، «سناريوپردازي» است و به منظور شناسايي و اولويت­ بندي عوامل اثرگذار بر صنعت، از «دلفي دو مرحله ­اي» به كمك پرسشنامه باز و پرسشنامه بسته استفاده شد و پراكنش «عوامل مهم و حياتي» در «ماتريس ويلسون» ترسيم گرديد. يافته­ هاي تحقيق، بر اساس حالات مختلفِ عوامل حياتي و «تحليل اثر متقابل» آنها به كمك «نرم افزار سناريو ويزارد»، امكان ­پذيري 4 سناريو با «سازگاري دروني» قوي را نشان مي­دهند. در انتها، بر اساس يافته­ هاي تحقيق، گزينه­ هايي راهبردي براي سياستگذاري در صنعت نفت ايران ارايه شده است.

: Due to the position of oil in GDP, policy-making in the Iranian oil industry is important, but increasing uncertainty in this area has led the planning and policy system in this industry to new approaches such as strategic foresight. The purpose of this study is to develop scenarios for the Iranian oil industry by 2025 and to develop strategic options on this basis. The overall research method is "scenario". In order to identify and prioritize the factors influencing the industry, a two-stage Delphi used with open and closed questionnaires, and the distribution of "critical factors" in the Wilson Matrix Was drawn. The research findings, based on the various statuses of critical factors and their "cross- impact analysis" with the help of the "Scenario Wizard software," show the feasibility of four scenarios with strong "internal consistency". Finally, based on research findings, strategic options for policy-making in the Iranian oil industry presented.
