هدف از اين پژوهش بررسي دلايل مداخلات خط‌ مشي - اداره در ايران و مشكلاتي است كه اين مداخلات به وجود آورده است، مشكلاتي همچون، سياست زدگي بوروكراسي، از بين رفتن اصل بي‌طرفي، عدم تخصص گرايي در اداره، ناكارآمدي خط‌ مشي‌هاي مصوب و عدم اجراي كامل آنها توسط اداره. اين پژوهش كيفي كه رابطه بين مديران دولتي دولت دهم (1388-1392) با منتخبان سياسي قوه مقننه را به‌عنوان موردمطالعه برگزيده است، با استفاده از تحليل مضمون مصاحبه‌هاي نيمه ساختاريافته با 25 نفر از منتخبان سياسي مجلس، مديران دولتي زيرمجموعه قوه مجريه و افرادي كه هر دو نقش را تجربه كرده‌اند، با استفاده از انتخاب مشاركت‌كنندگان به روش گلوله برفي انجام‌شده است. نتايج اين پژوهش نشان مي‌دهد كه عوامل نهادي و ساختاري كه مرتبط به ساختار سياسي ايران است، عوامل اجتماعي، عوامل شخصيتي و فردي، عوامل اقتضائات سياسي در آن دوره خاص نقش تعيين‌كننده‌اي به‌عنوان دلايل شكل‌گيري مداخلات خط‌ مشي - اداره داشته‌اند كه براي رفع مشكلات شكل‌گرفته اين عوامل و دلايل بايد رفع شوند.

The purpose of this research is to investigate the causes of policy-administrative interventions and the problems that have caused these interventions. Problems such as the politicization of the bureaucracy, the loss of the principle, lack of specialization, inefficiency and lack implementation of policies approved and formation of political impasse. This qualitative research that selects the relationship between public administration of the tenth government (2009-2013) and political elected representatives of the legislature as a case study. Using the theme-based analysis of semi-structured interviews with 25 political parliamentary choices, general executives and those who have both experienced the role that with Selection of contributors by snowball method. The results of this research show that the institutional and structural factors related to the political structure, Social factors, personality and personality factors, political agents in that particular period played a decisive role as the reasons for the formation of this destructive politics – Administration
