Exploring the Knowledge Mechanisms of Improving Quality of Public Policies in Iran: a Mixed - Method Research

بهبود كيفيت خط‌‌ مشي‌هاي عمومي از جمله دغدغه‌ها و چالش‌هاي فراروي حوزه‌هاي مختلف عمومي همه نظام‌هاي سياسي است. اين كيفيت، در خلاء بهبود پيدا نمي‌كند، بلكه مستلزم داشتن راهكارها و ساز و كارهاي مختلفي مي‌باشد. هدف اين پژوهش واكاوي و شناسايي ساز و كارهاي دانشيِ بهبود كيفيت خط‌‌ مشي‌هاي عمومي در ايران است. پژوهش در دو مرحله انجام شده است: در مرحله نخست (كيفي) ساز و كارها، احصاء شده و در مرحله دوم ضمن رتبه‌بندي اهميت ساز و كار‌ها، فرضيه‌هاي توصيفي در مورد ساز و كارها در معرض آزمون قرار داده شد. نتايج نشان مي‌دهد كه ساز و كارهاي دانشي براي بهبود خط‌‌ مشي‌هاي عمومي به ترتيب اهميت عبارتند از:كاربردي‌سازي دانش خط‌‌ مشي‌گذاري عمومي در نظام خط‌‌مشي‌گذاري عمومي كشور، اشاعه دانش خط‌‌ مشي‌گذاري عمومي در كشور و شكل‌دهي مباني فلسفي و نظري بومي خط‌‌ مشي‌گذاران عمومي.

Research Carried out in two step. In the first step (qualitative) The identifying mechanisms and in second step the rankings mechanisms, descriptive hypotheses was exposed examing about mechanisms.The results show that the knowledge mechanisms to improve public policies in order of importance are: the application of knowledge of public policy making in system of the public policy making of country, dissemination of knowledge of public policy making in the country and shaping Forming foundations of the local philosophic and theoretic of public policy making.
