بررسي تاثير ساختار سياستگذاري صنعتي بر كيفيت و كاركرد سياست‌ هاي طراحي‌ شده در حوزه صنايع كوچك و متوسط ايران

Exploring the effect of industrial policy structure on the quality and functioning of policies designed for Iranian small and medium industries

هدف اصلي اين پژوهش بررسي تأثيري است كه ساختار سياستگذاري صنعتي بر كيفيت و كاركرد سياست‌هاي طراحي‌شده در حوزه صنايع كوچك و متوسط دارد. داده‌هاي موردنياز با استفاده از ابزار پرسشنامه و با نظرسنجي از خبرگان و صاحب‌نظران در حوزه صنايع كوچك و متوسط به دست آمده و براي آزمون فرضيه‌هاي تحقيق از آزمون t تك نمونه‌اي، آزمون فريدمن و همچنين روش حداقل مربعات جزئي استفاده شده است. نتايج تحقيق نشان داده است كه سياست‌هاي طراحي‌شده براي حمايت از صنايع كوچك و متوسط در كشور، از منظر ويژگي‌ها و معيارهايي چون پايداري و انعطاف‌پذيري، آينده‌نگري، واقع‌بيني، هدف‌دار بودن، عموميت داشتن و گستردگي در وضعيت مطلوبي قرار ندارند. اين امر باعث شده است كاركردها و نقش‌هاي اصلي مورد انتظار از اين سياست‌ها (راهنماي عمل بودن، هماهنگ‌كنندگي، تأمين منافع عمومي و ارزيابي و كنترل برنامه‌ها) به نحو مناسبي محقق نگردد. در اين تحقيق نشان داده شده است كه نامناسب بودن بُعد عيني و ذهني ساختار سياستگذاري به‌طور معني‌داري در نامناسب بودن كيفيت و كارآمدي سياست‌هاي مرتبط با صنايع كوچك و متوسط نقش داشته است.

The aim of this paper is to investigate the effect of policy making system on the quality and functioning of policies designed to support Iranian small and medium industries. Required data was gathered by a qouestionarie from SME experts. The research hypotheses were tested via one sample t test, Friedman test and partial least square method. The findings reveal that the designed policies to support SMEs are not in a proper status in terms of sustainability, flexibility, providenc, reality, purposefulness and generality. Due to this condition, the functionings of the policies such as directing, coordinating, fulfilling public benefit, evaluating and controlling of programs have not been properly realized. According to the findings, impropriety of objective and subjective dimentions of industrial policy structure has significantly decreased the quality and efficiency of the SME policies.
