ارزيابي ميزان موفقيت طرح هاي توسعه شهري در دستيابي به معيارهاي توسعه پايدار(مورد: طرح هاي حوزه ي مياني غربي مشهد و تحقق شهر فشرده)

Evaluating the success of urban development projects in achieving sustainable development criteri

با وجود تاكيد مديران بر معيارهاي توسعه پايدار براي دستيابي به شهر متناسب و قابل زندگي، به دلايل گوناگون تهيه كنندگان طرح هاي شهري در عمل اين معيارها را مورد توجه قرار نمي دهند. هدف از تدوين اين مقاله، ارزيابي طرح هاي توسعه شهري مشهد در قبال نحوه ي برخورد با معيارهاي توسعه پايدار به خصوص رويكرد فشردگي در حوزه ي مياني غربي اين شهر و همچنين بررسي مطلوبيت يا عدم مطلوبيت فشردگي براي شهر مشهد مي باشد. به همين منظور، در اين پژوهش به شيوه توصيفي و تحليلي و بهره گيري از مدل تحليل سلسله مراتبي(AHP)، ابتدا شاخص هاي كمي شهر فشرده معين شده و بر آن اساس، طرح هاي توسعه عمران شهر مشهد به خصوص حوزه ي مياني غربي اين شهر، با رويكرد شهر فشرده مورد ارزيابي قرار گرفته اند. نتايج بيانگر آن است كه طرح تفصيلي حوزه ي مياني غربي مشهد، بيشترين ميزان انطباق با شاخص هاي شهر فشرده را به دست آورده و طرح توسعه عمران، كمترين امتياز را به لحاظ فشردگي كسب نموده است. با توجه به اين كه طرح اخير هم اكنون در حال اجرا مي باشد، به نظر مي رسد ارزيابي مجدد اهداف و روندهاي مورد نظر مي تواند ضمن جلوگيري از هدر رفت اعتبارات، نتايج مناسب تري را نصيب شهر و شهروندان نمايد.

Regardless of managers' emphasis on the criteria for sustainable development to achieve to the proportional and livable city, urban design providers do not consider the practice of these criteria. The purpose of this paper is, to evaluate the developmental plans of Mashhad for how to deal with the sustainable development criteria, especially in the approach of the compactness of the west central area in this city and also to study the compliance or non compliance of the compactness for this city. Therefore, in this study the quantitative indicators of compact city set out by descriptive and analytical method and using the AHP model, and then the developmental projects of Mashhad, especially in the western middle district of the city has been evaluated by compact city approach. Results indicate that the detailed design of the western middle area of Mashhad has obtained the highest rate of compliance with the compact city indicators and development plan earned the lowest score of compactness. According to the plan which was already running, it seems that re-evaluation of the goals and procedures can also prevent the credit losses, it can accrue more appropriate benefits to the city and the citizens.
