چكيده فارسي :
امروزه جنگ و كشمكش به صورت خواسته يا ناخواسته با زندگي و حيات جوامع بشري آميخته شدهاست و در بسياري از موارد به نظر ميرسد كه هيچ راه گريزي از آن وجود ندارد. در عين حال روش ها، قواعد و اصول جنگ با توجه به امكانات و توانمنديها و دانش موجود در هر جامعه و عوامل موثر ديگر دچار تغيير و تحول اساسي گرديده است. در شرايط كنوني پدافند غيرعامل جزء اصول جدايي ناپذير جنگها محسوب شده به طوري كه در جهان امروز، بسياري از كشورها كه در عرصه فناوري نظامي صاحب نام هستند (نمونه كشور سوئيس)، به موازات پيشبرد تحقيقات و توليدات سامانههاي هوشمند و پيشرفته نظامي، توجه ويژهاي به اقدامات دفاع غيرعامل داشته و تلاش مستمري در اشاعه فرهنگ آن در جامعه داشتهاند.با اين توصيف اجراي پدافند غيرعامل و توجه به اصول و اقدامات آن براي كشورهايي كه دسترسي به فناوري ساخت جنگ افزارهاي مدرن را نيز ندارند، اهميتي مضاعف دارد. با عنايت به آنچه كه گذشت، «ميزان نقش توسعه فرهنگ پدافندغيرعامل در سطح ملي در جامعه ايران در مقايسه با كشور سوئيس» به عنوان موضوع مقاله تحقيقي حاضر، مورد بررسي و كنكاش قرار گرفت. هدف اصلي در اين مقاله تحقيقي، تعيين ميزان نقش فرهنگ پدافند غيرعامل در سطح كشور اسلامي ايران بوده و روش اجرايي آن از نوع توصيفي- مقايسه اي ميباشد. نتيجه حاصل از تجزيه و تحليل آماري نشان ميدهد فرهنگ اجراي اقدامات پدافند غير عامل و رعايت اصول و اقدامات اساسي آن در سطح كشور جمهوري اسلامي ايران هنوز در مراحل مقدماتي و در ابتداي راه ميباشد.

owadays, wars and conflicts are badly mixed with the lives of human communities, and in many cases it seems there is no way out of them. This is while methods, regulations and principles of war, have changed dramatically given that the bulk of facilities, capabilities, and knowledge are always under constant change in any country. In the current situation, passive defense is but an indispensable part of any warfare, in a way that many pioneering countries in the field of military instruments and technology, say Switzerland, have paid a lot of attention to to passive defense parallel to development of advanced technological and intelligent military systems. They have done their best to develop the culture of passive defense in their countries. On this basis, the importance of working on passive defense for countries that are not able to make state-of-the-art military technology is even more essential. Therefore, the topic “The Role of Developing the Passive Defense Culture in the National Scale in Comparison with that of Switzerland” was chosen for this research. The research paper aims at assessing and determining the role passive defense plays in the IR of Iran. This is a descriptive- comparative research. The results of statistical analyses show that the culture of executing passive defense nad observing its principles throughout the country has a long way to go.
