برنامه‌ريزي در دنياي امروز يكي از ابزارهاي ساماندهي محيط جغرافيايي است. به‌عبارت ديگر برنامه‌ريزي به‌صورت اصولي، نوعي تفكر در باره‌ي مسائل اقتصادي، سياسي، دفاعي، اجتماعي و فرهنگي است و به‌صورت قطعي جهت‌گيري آينده‌نگري دارد؛ و به‌گونه عمقي به روابط، اهداف و تصميمات همه‌جانبه توجه دارد؛ و به شدت در زمينه‌ي خط‌مشي و برنامه، جامعيت را مي‌طلبد. اساس هر برنامه‌ريزي فضايي، قانون آمايش سرزمين است. اقداماتي كه براي انجام دفاع نظامي و آمادگي براي حفاظت مردم در مواقع رويارويي‌هاي نظامي ضرورت پيدا مي‌كند مستلزم درخواست‌هاي عظيم فضا است. اين انتظارات بايد مورد توجه قرار گرفته و هماهنگ شوند. از اين‌رو توجه به مقتضيات دفاع غيرنظامي و نظامي در تدابير و اقدامات مؤثر فضايي به عنوان امري بديهي مورد تأييد قرار گرفته است. لذا يافتن راهي كه منتهي به اين هدف شود و اسباب و شرايطي را كه خاص رسيدن به اين هدف است ضروري است و آن جز در سايه مراعات ملاحظات امنيتي-دفاعي در مكان‌گزيني‌ها امكان‌پذير نيست. در اين مقاله هدف از آمايش سرزمين در رابطه با بخش دفاع استقرار بهينه‌ي واحدهاي نظامي در فضا براي تأمين حداكثر قابليت دفاع و حداقل آسيب‌پذيري مي‌باشد. از آنجايي كه قانون اساسي جمهوري اسلامي ايران حفظ منابع حياتي و دفاع سرزميني را به عهده نيروهاي مسلح گذاشته است و تأمين اهداف دفاعي و نظامي، پاسخ‌گويي مناسب و به موقع به تهديدات در چارچوب مباني و اصول، جزو وظايف اصلي اين نيرو مي‌باشد اين مقاله در پي تبيين رابطه بين آمايش سرزمين با معيارها و اصول امنيتي مي‌باشد.

In today’s world, planning is one of the tools for the preparation of geographical environment. In other words, principled planning is a type of thought about the economical, political, defense, social and cultural problems and it certainly has a provident orientation and deeply considers the relation between objectives and comprehensive decisions. It strongly has to be comprehensive regarding the policy and program. The base of any spatial planning is the rule of a management du territory. The actions which are necessary for military defense and preparedness for safeguarding the people at the time of military conflicts, require great demands of space. These expectations have to be paid attention and coordinated. Thus, considering the requirements of civil and military defense in effective spatial measures and actions have been emphasized as an evident issue. Therefore, it is common sense to take the path that ends to this aim and create conditions that lead us to it. This is made possible only by paying attention to the security-defense considerations in positioning. The aim of amanagement du territoire in relation to defense is the establishment of military units in a given position for the purpose of maximum defense and minimum vulnerability. Since the Islamic Republic of Iran constitution has given the duty of protecting vital assets and territorial defense to the Armed Forces and moreover, the meeting of defense and military aims and timely response to the threats according to the principles are some of their main.
