مدل انتخاب و تخصيص بهينه پروژه‌هاي آموزشي و پژوهشي آجا با استفاده از فرايند تحليل سلسله مراتبي فازي

The model of choosing and allocating optimal AJA educational and research projects using the Fuzzy Analytic Hierarchy Process and the Importance-Performance Analysis

ارتش جمهوري اسلامي ايران به‌عنوان يك سازمان نسبتاً بزرگ به‌طور مستمر در زمان صلح و يا جنگ پروژه‌هاپروژه‌ها و طرح‌هاي مختلفي را درحوزه‌هاي آموزشي و پژوهشي - برنامه‌ريزي -برنامه‌ريزي و اجرا مي‌نمايد اين قبيل پروژه‌هاپروژه‌ها و طرح‌ها در قالب تحقيقات صنعتي، نظري، مطالعات گروهي، تدوين آيين‌نامه‌ها و دستورالعمل‌ها، در مراكز دانشگاهي و دفاتر مطالعاتي آجا برنامه‌ريزيبرنامه‌ريزي و اجرا مي‌گردندمي‌گردند. از اهداف كلان ارتش جمهوري اسلامي ايران و نيروهاي مختلف آن تخصيص و اجراي بهينه طرح‌ها و پروژه‌هاپروژه‌ها به‌گونه‌اي است ككه ضمن تحقق اهداف سازماني را به شيوه‌اي مطلوب و بدون صرف منابع اضافي و ييا نادييده گرفتن سايير محدوديت‌ها برآورده سازد. در تخصيص و اجرايي پروژه‌هاپروژه‌ها باييستيي معييارهايي متعدديي همچون عوامل عملياتي، پشتيباني، ماليي، تككنيكييكي و فني، مدييرييتيي، محييطيي و سازمانيي مدنظر قرار گييرند. در ايين مقاله به‌منظور استخراج مدل مناسب انتخاب، تخصيص و اجرايي طرح‌ها و پروژه‌هايپروژه‌هاي آموزشي و پژوهشي از نظرات ككارشناسان خبره و متخصص در سطح مراكز دانشگاهي آجا استفاده شده است. براي تجزيه‌وتحليل اطلاعات و استخراج مدل مناسب از روش فرايند تحليل سلسله مراتبي فازي (FAHP) استفاده گرديد در اين بخش مشخص گرديد كه عوامل و نيازمندي سازماني بالاترين اهميت را در تخصيص بهينه دارا مي‌باشدمي باشد. به منظور تعيين روايي مدل استخراج شده از روش تحليل اهميت عملكرد (IPA) استفاده گرديد در اين قسمت نيز مشخص گرديد كه پروژهاي كه در ده سال گذشته عملكرد مناسب داشتند؛ عوامل معيارهاي آن از اهميت بالايي مطابق مدل برخوردار بودند. در پايان با تائييد پيشنهادهاي براي اجرايي نمودن مدل استخراج شده ارائه گرديده است.

The Islamic Republic of Iran as a relatively large organization continuously plans and implements projects in the various fields of education and research in peace time or war-projects. These projects and plans are planned and implemented as industrial research, theoretical, group studies, the formulation of regulations and guidelines, in academia and research offices of Islamic Republic of Iran Army (AJA). The goals of the Islamic Republic of Iran’s army and its forces are also optimal allocation and implementation of plans and projects. Therefore, due to resource constraints, a scientific method for the selection and allocation of this type of plans and project must be used. In the allocation and implementation of projects, various criteria such as operational, support, financial, technical and technological, managerial, organizational and environmental factors must be considered. In this article, the opinions of experts and specialists are used in academic centers of AJA for selection, assignment and implementation’s model of research and educational projects. It was used to analyze the data and extract the appropriate model of fuzzy analytic hierarchy process (FAHP), we found in this section that organizational and requirements factors are the highest priority in assignment. In order to determine the validity of the model, the Importance-Performance analysis (IPA) technique was used. In this part it was also revealed that the projects had suitable performance in the last ten years, in these projects, it was important that factors were in accordance with suggested model. Finally some suggestions have been presented for the implementation of obtained model.
