تحليلي بر دكترين نظامي - دفاعي مقام معظم فرماندهي كل قوا در محيط ملي و بين‌الملل

An analysis of the military-defense doctrine of the Supreme Leader in the national and international environment

دكترين نظامي دفاعي مجموعه‌ي از اصول اساسي، قواعد، نظريه‌ها، انديشه‌ها، زيربناي فكري و اصول بنيادي مورد قبول و حمايت ملي است كه توسط رهبران نظامي ـ سياسي كشور و با توجه به دكترين امنيت ملي، انديشه نظامي حاكم بيان مي‌شود. دكترين‌هاي نظامي بالاترين و كلان‌ترين قواعدي هستند كه در ساختار نظامي يك كشور تعريف مي‌شوند. محقق با تاكيد بر دكترين نظامي- دفاعي مقام معظم فرماندهي كل قوا تلاش دارد. نقش مؤلفه نظامي-دفاعي در محيط ملي و بين‌المللي را بررسي نمايد و به اين سئوال پاسخ كه از منظر مقام معظم فرماندهي كل قوا اهداف و كاركرد دكترين نظامي-دفاعي ايشان در سطح ملي و بين‌المللي چيست؟ بر همين اساس مجموعه بيانات و مكتوبات از سال 1368 تا 1395، به عنوان جامعه آماري در نظر گرفته شده است و به روش تحليل محتوا مورد تحليل و بررسي قرار گرفته است. روش تحقيق توصيفي –تحليلي و از نظر نوع به صورت كيفي در دسته پژوهش‌هاي نظري -كاربردي قراردارد. نتايج تحقيق نشانگر آن است كه اقتدار نيروهاي مسلح و خودكفايي صنعت دفاعي و قدرت كم‌نظير بازدارندگي جمهوري اسلامي ايران ناشي از دكترين و انديشه ناب و بلند دفاعي فرماندهي كل قوا است كه ريشه در آموزه‌هاي بلند ديني، عقلانيت متكي به اجتهاد، درك عميق و آگاهي وسيع و تجربه گران‌سنگ مديريتي دارد. مهم‌ترين شاخصه مؤلفه نظامي - دفاعي در دكترين مقام معظم فرماندهي كل قوا، اقتدار و بازدارندگي قدرت نظامي نيروهاي مسلح است كه بايد توام با بصيرت ديني باشد و بتواند در مقابله با نظام سلطله جهاني ايستادگي و از حقوق كشورهاي مسلمان و مظلومين دفاع نمايد و آگاهي‌بخش و الهام‌بخش به ملت‌هاي جهان اسلام باشد.

The military-defense doctrine is a set of fundamental principles, rules, theories, thoughts nationally accepted and supported and stated by the military-political leaders based on the national security doctrine and military thoughts. Military doctrines are the highest and grandest rules defined in the military structure of a state. This research seeks to investigate the role of military-defense component in the national and international environment and answer this question: “What are the objectives and functions of the military-defense doctrine stated by His Eminence, the Supreme Commander of the Armed Forces?” Therefore, the statements and writings by His Eminence during the period of 1987 to 2016 have been considered as the statistical population and analyzed in the content analysis method. It is a theoretical-applied research conducted in the descriptive-analytical method. The results of the research show that the power of the armed forces and the self-sufficiency in the defense industries as well as the unique deterrence power of the Islamic Republic of Iran are all originated from the valuable defense doctrine and thoughts of His Eminence, the Supreme Commander of the Armed Forces, which in turn, is rooted in the religious teachings, Ejtihad-based rationality, deep understanding, expansive knowledge and invaluable managerial experience. The main feature of the military-defense component in the doctrine of His Eminence, the Supreme Commander of the Armed Forces is the deterrent power of the military power of the Armed Forces which as to come along with religious intuition and can defend the oppressed Muslim Countries against the Global hegemonic system and enlighten and inspire the national of the Muslim World.
