بررسي وضعيت اجراي طرح تكريم ارباب رجوع در زمان گزينش داوطلبين استخدام در ارتش جمهوري اسلامي ايران (با رويكرد آموزه‌هاي فرهنگ اسلامي)

Investigating the Status of Implementation of the Respect Plan for Recruiting Personnel at the Time of Selection of Recruitment Vacancies in the Army of the Islamic Republic of Iran (with the Approach of Islamic Culture

بعد از پيروزي انقلاب اسلامي لزوم ايجاد دگرگوني در نظام اداري كشور و دستيابي به نظام مطلوب صحيح و كارآمد در جهت سرعت بخشيدن به حل و فصل امور، آسان‌سازي در اجراي برنامه‌هاي توسعه و ... همواره مورد تاكيد مقامات و مسئولين كشور بوده است؛ بر همين اساس برنامه تحول در نظام اداري حول محور«ارتقاء و حفظ كرامت مردم در نظام اداري» به تصويب هيئت محترم وزيران رسيده و در سازمان‌ها به معرض اجرا گذاشته شده است. تحقيق حاضر با هدف سنجش ميزان رضايت داوطلبين استخدام دانشگاه‌هاي افسري ارتش جمهوري اسلامي ايران از فرايند جذب و گزينش بر اساس طرح تكريم ارباب رجوع، با نگرشي بر آموزه هاي ديني انجام شده است. بدين منظور 7 فرضيه بر اساس مطالعه ادبيات تحقيق و بر مبناي مولفه‌‌هاي تصويب‌نامه طرح تكريم ارباب رجوع استخراج و مورد آزمون قرار گرفت. جامعه آماري تحقيق شامل داوطلبين استخدامي دوره 4 ساله 1390 الي 1393 دانشگاه‌هاي افسري آجا مي‌باشد. گردآوري داده‌ها از طريق پرسشنامه صورت گرفته و جهت آزمون فرضيه‌ها از آزمون‌هاي فيشر و توكي و براي تجزيه و تحليل داده‌ها از نرم افزار آماري spss استفاده شده است. يافته هاي تحقيق نشان داد كه تفاوت بين ميانگين پاسخ ها از سال 90 تا 91 و نيز 91 تا 92 معنادار بوده، در حالي كه اين تفاوت از سال 92 تا سال 93 معنادار نمي باشد. در نتيجه علي رغم عدم بهبود از سال 92 تا 93 ، كليه موضوعات مطروحه در فرضيه ها از سال 90 تا 92 بهبود يافته اند.

After the victory of the Islamic Revolution, the necessity of changing the administrative system of the country and achieving a proper and efficient system for speeding the settlement of issues, facilitating the implementation of development plans and ... has always been emphasized by the authorities and officials; Accordingly, the program for the evolution of the administrative system around the "promotion and preservation of people's dignity in the administrative system" has been approved by the honorable ministers of the ministries and has been put into practice in the organizations. This study aims to measure the satisfaction of volunteers with recruitment of Army universities of the Islamic Republic of Iran based on the client's reverence plan and a view to religious teachings. For this purpose, seven hypotheses were selected based on the study of the research literature and based on the elements of the approval of client's reverence plan. The statistical population of the study consisted of recruitment volunteers in a four-year period (2011-2014). The data were collected through a questionnaire. To test the hypotheses, Fisher and Tukey tests were used and for analyzing the data, the SPSS software was used. The findings of the study showed that the difference between the mean of responses from 2011 to 2012 and 2012 to 2013 were significant, while the difference between 2013 and 2014 was not. As a result, despite the lack of improvement from 2013 to 2014, all the issues raised in the hypotheses have improved from 2011 to 2013.
