ارزيابي كيفي عملكرد سازمان هاي بهزيستي و كميته امداد در كاهش فقر زنان سرپرست خانوار شهر ساري

Qualitative Evaluation of Organizational Actions of Committee Emdad and Behzisti toward the Poverty- Alleviation among Caretaker Women in Sari Township

مقدمه: سازمان هاي كميته امداد امام خميني (ره) و بهزيستي مهم ترين سازمان هاي حمايتي كشور هستند كه به هدف حمايت از خانواده هاي تهيدست، زنان فقير و كاهش محروميت آن ها تاسيس شده و هزاران نفر از اين افراد يا خانواده ها را تحت پوشش خود دارند. با اين حال، باوجود تلاش هاي اين دو سازمان، اين سوال مطرح است كه سازمان هاي مذكور تا چه اندازه در زمينه كاهش فقر يا آنچه اغلب به عنوان فقرزدايي عنوان مي شود، موفق بوده و با چه چالش هايي روبه رو هستند. اين پژوهش با در نظر گرفتن اين مسئله در پي آن بوده تا به ارزيابي عملكرد سازمان هاي مذكور در جهت كاهش فقر زنان سرپرست خانوار در شهر ساري بپردازد. روش: در اين مطالعه، با استفاده از روش شناسي كيفي و فنون مشاهده و مصاحبه با اطلاع رسان ها و 25 نفر از افراد تحت پوشش اين دو سازمان، در كنار مطالعه اسناد و مدارك به گردآوري داده ها پرداخته شد؛ سپس با روش تحليل تماتيك يا موضوعي، داده ها و يافته هاي گردآوري شده مورد تحليل قرار گرفتند. يافته ها: در خلال تحليل داده ها، 8 مقوله عمده برگرفته از عملكرد دو سازمان مذكور شناسايي شدند كه عبارتند از: تعاريف پروبلماتيك، موازي كاري نهادها ، هدف سازي كوتاه مدت، غلبه نگرش حمايتي، رواج وابستگي و بي تحركي، تلقي ساختاري از فقر، نارسايي اعتبارات خُرد، انبساط سازمان و رواج فرهنگ فقر. مقوله هاي استخراج شده در بخش برآيند در قالب يك الگوي موضوعي با عنوان «چالش هاي عملكردي سازمان هاي بهزيستي و كميته امداد» ارائه شده اند. نتايج: نتايج اين پژوهش كيفي نشان داد كه باوجود تلاش هاي فراوان اين دو سازمان حمايتي، بسياري از اهداف و شاخص هاي كاهش فقر در ميان زنان سرپرست خانوار برآورده نشده است؛ نگاه ساختاري به فقر، تمركز بر انبساط سازماني، عدم تعريف اهداف بلندمدت معطوف به فقرزدايي، حمايت هاي جزئي و كم تاثير، كم توجهي به ابعاد ذهني و فرهنگي توليد و بازتوليد فقر و فرهنگ مرتبط با آن از جمله موانع دستيابي اين سازمان ها به كاهش موثر فقر هستند. بر همين اساس، پژوهش حاضر بر تغيير ژرف در نگاه كنوني به فقر و بازتعريف بسياري از ابعاد و سياست هاي مرتبط با آن تاكيد دارد.

Introduction : Despite the considerable actions proceeded by Comitee Emdad and Behzisti Organizations toward poverty-reduction، there exists some questions on their achievements and challenges. This paper aims to evaluate the poverty – alleviation activities of two mentioned organizations in Sari Township، among women who supported their families. Method: In this research، qualitative methodology including of observation and interview with 25 informants based on purposive sampling was used; then، the data were analyzed through thematic analysis procedures to identify and extract the concepts and categories، Findings: Using thematic analysis procedure، this qualitative study revealed eight main categories: Problematic Definitions، Overlapping Activities of Institutions، Short-Term Goal Attainment، Dominating Supportive Attitudes، Pervading Dependency and Inactivity، Structural Orientation Towards Poverty، Shortage of Financial Investment، and Organizational Expansion. The above categories have been discussed and displayed in a thematic model titled by the evaluating pattern of organizational activities of Comitte Emdad and Behzisti agencies. Conclusion: The findings have indicated that despite of the intensive and considerable efforts of two mentioned organizations، most of goals and indicators of poverty reduction are still remain. The structural perspective to poverty، is suffering from the lack of long term definition of goals for poverty eradication، offering trivial supports، ignoring the subjective and cultural aspects of production and reproduction of poverty that these organizations face to. Thus، this research emphasizes on shifting current perspective towards the poverty and need for redefinition of most of aspects and policies related to poverty.
