راهبردهاي لازم براي ارتقاي اثربخشي و كارامدي بسيج دانشجويي

Necessary Strategies to Enhance and Promote the Effectiveness and the Efficiency of the University Student Mobilization

تحقق هدف ها، كارامدي و اثربخشي فعاليت هاي بسيج دانشجويي در عرصه هاي علمي، فرهنگي، تربيتي و آموزشي دانشگاه ها مستلزم بهره گيري از راهبردهاي كارامد است. پژوهش حاضر با هدف تدوين راهبردهاي موثر در ارتقاي كارامدي و اثربخشي بسيج دانشجويي و اولويت بندي آن ها انجام گرفته است. مطالعه اسناد بالادستي، بررسي تحقيقات پيشين و مقايسه تطبيقي سازمان هاي مشابه در داخل و خارج از كشور و نيز استفاده از نظرات كارشناسي، از جمله گام هاي اجرايي اين پژوهش است. استخراج عوامل و متغيرهاي محيطي و تجزيه و تحليل آن ها با استفاده از مدل ديويد صورت گرفته، سپس متناسب با تحليل وضع موجود، جهت گيري راهبردي تعيين شده است. نتايج اين تحقيق نشان مي دهد كه اگرچه طراحي راهبرد و تنظيم اسناد راهبردي در مرحله برنامه ريزي به عنوان يك طرح تلقي مي شود، اما يكي از الزام هاي اثربخشي برنامه ريزي راهبردي، به روزرساني مستمر آن مبتني بر پويايي نظام سازماني و محيط است. براساس نتايج حاصل از تحقيق حاضر، مي بايستي از طريق تدوين راهبردهاي ذيل، نقاط ضعف را به قوت و تهديدها را به فرصت تبديل كرد تا زمينه هاي كارامدي بيشتر و ارتقاي اثربخشي بسيج دانشجويي در كشور (وضعيت مطلوب) فراهم شود: شبكه سازي فراگير بين اعضا، فرهيختگان، نخبگان و استادان ارزشي، تشكل ها و نهادهاي همسو (مبتني بر ظرفيت فناوري هاي نوين با كاركردهاي مختلف نظير مديريت دانش و انتقال تجربه هاي هم افزايي، آموزش و توانمندسازي، بانك اطلاعاتي، توليد محتوا و...) ؛ ايفاي نقش محوري در تشكيل جبهه فرهنگي انقلاب اسلامي از طريق ايجاد اتحاد و تعامل بين تشكل ها و نهادهاي همسوي دانشگاهي؛ اجراي برنامه هاي مشترك و بهره گيري از ظرفيت فرهيختگان، نخبگان و استادان ارزشي در راستاي بازتوليد گفتمان حضرت امام (ره) و مقام معظم رهبري (مدظله العالي) و فرهنگ تفكر بسيجي، به منظور تاثيرگذاري در منطقه و جهان اسلام و تحقق تمدن نوين اسلامي؛ و...

The realization of goals، efficiency and effectiveness of university student mobilization activities in the scientific، cultural، training and educational fields of universities require the use of effective strategies. The purpose of this study is to develop effective strategies to improve the efficiency and effectiveness of university student mobilization and also prioritize them. The study of superior departments، the study of past researches، comparative studies of similar organizations both inside and outside the country and as well as the use of expert opinions، are the implementation steps of this research. Extracting environmental factors and variables and analyzing them using David's model، then the strategic orientation has been determined in accordance with existing situation analysis. The results of this research show that although strategic planning and regulating the strategic documents is considered as a project in the planning stage، but one of the requirements for the effectiveness of strategic planning، is based on its continuous updating the dynamic organizational system and the environment. Based on the results of this study، the following strategies should be taken to turn the weaknesses into strengths and threats into opportunity in order to provide more efficient and effective areas for university student's mobilization in the country (favorable situation): making vast networks among members، scholars ، Elites and valued professors، university associations and institutions (based on the capacity of new technologies with various functions such as knowledge management and the transfer of collaborative experiences، training and empowerment، database، content production، etc.); plays a central role in the formation of the Islamic revolutionary cultural front through the establishment of unity and interaction between the university institutions and organizations، performing the joint programs and the utilization of the capacity of educators، elites، and professors in order to reproduce the discourse of Imam Khomeini and the Supreme Leader and the Basij's thinking culture to influence in the region and in the Islamic world and the realization of a new Islamic civilization and ...
