Content Analysis of Policies being Appropriate to the Entrepreneurial Ecosystem

استفاده از سياست هاي مناسب براي دستيابي به توسعه اكوسيستم كارآفريني از اهميت بسياري برخوردار است. يكي از عوامل كليدي در توسعه كارآفريني، دولت است كه با تدوين و اجراي خط-مشي هاي مناسب، نقش مهمي در توسعه كارآفريني ايفا مي‌كند. لذا هدف از مقاله حاضر واكاوي محتواي سياست ها در تطابق با ابعاد اكوسيستم كارآفريني مي باشد. اين تحقيق از لحاظ هدف كاربردي و از لحاظ نحوه گردآوري دادهها از نوع تحقيقات توصيفي (غيرآزمايشي) ميباشد. براي واكاوي سياست‌ها از روش پژوهش تحليل محتوا و جهت اولويت بندي برنامه‌هاي توسعه از مدل تصميم‌گيري مجموع وزني سلسله مراتبي (HAW) و روش وزن‌دهي آنتروپي شانون استفاده شد. نتايج نشان مي‌دهد كه سياست‌هاي كلان ملي شامل قانون اساسي، سند چشم‌انداز 1404و سياست‌هاي آن و سياست‌هاي برنامه‌هاي توسعه، حامي كارآفريني هستند. از نظر توجه به ابعاد اكوسيستم كارآفريني، برنامه چهارم در اولويت اول و سپس برنامه‌هاي دوم، اول، پنجم وسوم قرار داشتند. بنابراين روند توجه به كارآفريني در برنامه‌هاي توسعه دوم و چهارم كشور روندي تقريبا صعودي داشته است و در دو برنامه سوم و پنجم از شيب پايين رونده برخوردار بوده است كه بيانگر كم رنگ تر شدن توجه به ابعاد اكوسيستم كارآفريني در تفكر سياست گذاران مي‌باشد. بر اساس اوزان محاسبه شده، توجه به ابعاد اكوسيستم كارآفريني يكسان نبوده و بعد حمايتي در مقايسه با ديگر ابعاد از اهميت كمتري برخوردار بوده است.

A proper policy-making process is essential for development of entrepreneurship ecosystem. Government plays an important role in development of entrepreneurship by formulation and implementation of appropriate policies. Lack of attention to the entrepreneurial ecosystem in entrepreneurship development policy-making, causes many problems for entrepreneurial businesses. The purpose of this paper is to provide content analysis of the policies consistent with the dimensions of entrepreneurial ecosystem. Content analysis method was used for analyzing the policies. For prioritizing the five-year development plans, the “Hierarchical Additive Weighting Method” (HAW) of decision making models and “Shannon Entropy Weighting Method” were used. The results show that national macroeconomic policies, including the constitution, the Iran's 1404 Vision policies and the policies of five-year development plans are supporting entrepreneurship. Among the five development plans, the fourth plan has paid greater attention to the entrepreneurial ecosystem and then there are second, first, fifth and third plans. Trend of attention to entrepreneurship in the second and fourth development plans were almost upward and in the third and fifth plans downward slope were observed which represented less attention to the dimensions of the entrepreneurial ecosystem in the policy makers minds. Based on calculations made, attention to ecosystem subsystems was not identical during development plans and support subsystems were less important compared to other subsystems.
