واكاوي انتظارات شهروندان از سازمان هاي دولتي در ايران: روش تركيبي اكتشافي

Exploring Citizens’ Expectations from Public Organizations in Iran: Exploratory Mixed Approach

شهروندان، مالكان دولتند، زيرا بدون همراهي و همدلي آنها دولت نمي‌تواند به حيات خود ادامه دهد. مطالعات متعددي درمورد رابطه بين دولت و شهروندان انجام شده ولي تاكنون در مورد انتظارات شهروندان از سازمان­هاي دولتي پژوهشي در كشور انجام نشده است. هدف غايي اين پژوهش، واكاوي انتظارات شهروندان از سازمان­ هاي دولتي در ايران و همچنين تعيين ميزان اهميت اين انتظارات است. پژوهش به صورت تركيبي - اكتشافي متوالي، انجام شده است. در مرحله نخست انتظارات شهروندان از سازمان‌‌هاي دولتي در ايران با استفاده از روش نمونه‌گيري نظري، از طريق مصاحبه (پژوهش كيفي) احصا و در مرحله دوم به اولويت‌بندي اين انتظارات از طريق پرسشنامۀ محقق‌ساخته با استفاده از آزمون بونفروني (پژوهش كمي) پرداخته شده است. نتايج اين پژوهش در بسط نظري رابطه دولت و شهروندان مؤثر بوده و رهنمودهايي ضمني براي فهم انتظارات شهروندان به خط‌مشي‌گذاران و مديران ارائه مي‌‌دهد.

Citizens are owners of the government because without their sympathy and companionship the government cannot survive. Several studies have been done on the relationship between government and citizens; but so far, no research has been conducted on the expectations of citizens from public organizations in Iran. The main purpose of this study is to explore the expectations of citizens from public organizations of Iran, as well as to determine the significance of these expectations. A sequencing exploratory mixed method was carried out. In the first stage, using a theoretical sampling, the citizen’s expectations have obtained by interviews (qualitative research), and in the second stage priority of these expectations were determined through a researcher-made questionnaire using the Bonferroni test (quantitative research). The results are effective in developing the theoretical relationship between government and citizens, and provide implicit guidance for understanding citizens' expectations to policy makers and managers.
