تحليل و تبيين ديدگاه هاي برنامه ريزي فضايي ضرورتي است كه در كشور هاي در حال توسعه، به ويژه ايران، كمتر به آن توجه شده است؛ به اين معنا كه رشد سريع شهرها و ناهمگوني گستره وسيعي از فضا هاي جغرافيايي اين جوامع، با تعادل بنيادين در اكثر شهرها، به ويژه در شهر هاي بزرگ و كلان شهرها، همراه نبوده است. بررسي وضع موجود برنامه ريزان را ناگزير كرده است كه به برنامه ريزي و آمايش در مقياس هاي خرد و در قالب شهر هاي كوچك توجه كنند؛ زيرا در اين صورت است كه مي توان با استفاده از منابع محلي به توسعه پايدار فضايي دست يافت. پژوهش حاضر با استفاده از روش شناسي توصيفي ـ تحليلي درصدد نظريه پردازي در حوزه مطالعات شهر هاي كوچك از منظر پيشرفت پايدار است. اين امر علاوه براينكه به تكميل و ارتقاي بحث هاي متنوع درمورد نقش آفريني آن ها در توسعه حوزه درون شهري و پسكرانه روستايي كمك مي كند، در مطالعات گسترده شبكه هاي سكونتگاهي ملي، منطقه اي و محلي نيز از جايگاه ويژه اي برخوردار است. مطالعه و بررسي نظري و ماهيتيِ اين موضوع دايره شناختي و ادراكي مباني نظري مطالعات شهري را نيز ارتقا مي دهد. نتايج حاصل از تحليل و مقايسه ديدگاه هاي مطرح شده نشان مي دهد كه ديدگاه تقويت و توسعه شهر هاي كوچك مبتني بر توسعه فضايي پايدار به واسطه نگاه همه جانبه به ساختار داخلي شهر هاي كوچك، نسبت به ساير ديدگاه ها، مزيت هاي ويژه اي دارد و نيز توانايي دارد كه با تاكيد بر پايداري اين شهرها، علاوه بر تقويت ساختار دروني آن ها، مناسبات و شرايط محلي و منطقه اي را نيز بهره مند و پايدار سازد.
