نقش منطقه گرايي در حفظ صلح و امنيت منطقه‌اي: با تأكيد بر نقش سازمان همكاري اسلامي در منطقه خاورميانه

The Role of Regionalism in Maintenance of Regional Peace and Security with an Emphasis on the Role of Organization of Islamic Cooperation in Middle East

فرايند منطقه اي شدن واكنشي به عدم توانايي الگوي دولت- ملت در دستيابي به نتايج مطلوب بوده كه به تحديد حاكميت مي‌پردازد. فصل هشتم منشور ملل متحد بر نقش مؤثر ترتيبات منطقه ­اي در حفظ صلح و امنيت منطقه ­اي و حل اختلافات محلي از طريق اين ترتيبات تأكيد كرده است. در همين راستا خاورميانه از ميانه‌ي قرن بيستم، مركز توجه جهاني به شمار مي‌رفته است. منشور سازمان همكاري اسلامي با تأكيد بر باورهاي اسلامي بر ضرورت ارتقاء و تحكيم اتحاد و همبستگي دولت‌هاي عضو در تأمين منافع مشترك خود در عرصه‌ي بين المللي تأكيد كرده است.در اين مقاله، ضمن پرداختن به جايگاه حقوقي سازمان همكاري اسلامي در قالب فصل هشتم منشور ملل متحد، نقش اين سازمان به عنوان يكي از ظرفيت هاي موجود، در تأمين صلح و امنيت منطقه مطمح‌نظر است. در اين راستا قابليت‌هاي قانوني و محدوديت­هاي عملي سازمان همكاري اسلامي در اين خصوص نيز بررسي مي­گردد، تا در نهايت مشخص شود كه اصولاً ترتيبات منطقه ­اي با لحاظ پاره­اي ملاحظات مي­توانند گزينه‌ي مناسبي براي حفظ صلح و امنيت يك منطقه به شمار روند.

Regionalism process is often seen as reaction to the failure of state – nation model to attain desirable outcomes through separate actions and it is also called as being factors to limit sovereignty of states. Chapter VIII of the charter of UN emphasis on effective role of regional arrangements in maintenance of regional peace and security and on pacific settlement of regional disputes through regional actions. Throughout its history, the Middle East has been a major center of world affairs, Hence the Organization of Islamic Cooperation is determined to enhance and consolidate the bond of fraternity and solidarity among the member states This article shall examine legal statues of the Organization of Islamic Cooperation and its role in maintenance of regional peace and security as one opportunity among others in Middle East. In doing so, legal and practical capabilities are taken in to account. It concludes in principle that regionalism shall be considered as suitable means to strengthen and maintain regional peace and security.
