Pathology of Relation between Political culture and Political Development in Iran

انقلاب شكوهمند اسلامي تحولي ژرف در كل تاريخ ايران به شمار مي‌آيد كه دستاوردهاي بزرگي كه قابل قياس با دوران گذشته نيست با خود به همراه آورده است. اما در زمينه توسعه سياسي علي‌رغم بهبود نسبت به دوران گذشته با وضعيت مطلوبي كه شايسته نظام اسلامي است فاصله بسيار دارد. اين مقاله در تلاش است با طرح اين پرسش كه فرهنگ سياسي چه تاثيري در مقوله توسعه سياسي داشته است؟ با رهيافتي فرهنگي به آسيب شناسي اين مساله بپردازد. از اين‌رو به آزمون فرضيه‌اي پرداخته كه فرهنگ سياسي را به مثابه عامل عمده در عدم تحقق توسعه سياسي به شمار آورده است. در اين راستا با توجه به رهيافت هاي مطالعاتي مختلف، مهم‌ترين مولفه‌هاي فرهنگ سياسي را استخراج نموده است و نشان داده كه وضعيت فرهنگي از قبل موجود كه همچنان تداوم دارد، با فرهنگ مدني كه مناسب‌ترين فرهنگ براي يك نظم دموكراتيك است فاصله بسيار دارد. از اين‌رو فرهنگ سياسي در ايران نه تنها بستر مناسبي براي توسعه سياسي فراهم ننموده، بلكه خود به اصلي‌ترين مانع اين مساله تبديل شده است. بررسي نسبت ميان فرهنگ سياسي با مقولاتي همچون الگوي اقتدار، الگوي مشاركت، تجربه تحزب در ايران ونحوه تعامل با بيگانگان، به درستي مويد اين مدعا است. بنابراين توسعه سياسي در ايران قبل از هر چيز ديگر مستلزم بسترسازي فرهنگي است.

The glourios Islamic revolution in Iran is a great change throughout the history of Iran and it has brought with itself enormous achievements which are not comparable with the past era. Although there are some improvements regarding political development in comparation with the past era, but these improvement are far from the ideal situation of an Islamic system. Influence of political culture on political development? A culture approach is used to answer this question .Thus a hypothesis has been tested which counts political culture as the major factor in prevention of realization of political development. For this purpose and regarding different study approaches, the most improvement elements of political culture are extracted. Based on these elements it is shown that the former cultural situation continues to its existence and this culture has a wide gap with civil culture which is the best culture for a democratic system. Therefore political culture of Iran has not provided a ground for political development and is a major obstacle in this regard. A comprtion between political culture and authority pattern, participation pattern, party formation and interaction with foreigners proves this argument.
