شناسايي و اولويت‌بندي شاخص‌هاي ارزيابي عملكرد ادارات ورزش و جوانان استان‌هاي كشور، از ديدگاه صاحب‌نظران با استفاده از مدل AHP

Identifying and prioritizing the performance evaluation indices of Iranian directorates of sports and youth from the experts’ viewpoints using the AHP model

هدف: هدف پژوهش حاضر شناسايي و اولويت ­بندي شاخص­ هاي ارزيابي عملكرد ادارات ورزش و جوانان استان­ هاي كشور، از ديدگاه صاحب­ نظران و با استفاده از مدل AHPبود. روش‌شناسي: روش تحقيق توصيفي- تحليلي و جامعه آماري شامل اساتيد مديريت ورزشي دانشگاه­هاي دولتي شهر تهران بود (186=N). با در نظر گرفتن تعداد مورد نياز تصميم­ گيري در مدل AHP، در يك نمونه­ گيري تصادفي 60 نفر از افراد جامعه به عنوان نمونه انتخاب شد. جهت شناسايي شاخص­ها، پرسشنامه اوليه ­اي با مرور ادبيات و پيشينه تهيه و طي دو مرحله در اختيار افراد نمونه قرار داده شد. پس از جمع ­آوري و جمع­ بندي نظرات، پرسشنامه با پنج معيار و 26 زيرمعيار، نهايي و تاييد گرديد. يافته‌ها: با استفاده از ماتريس­ مقايسات زوجي AHP، ديدگاه افراد نمونه اخذ و وزن شاخص­ ها، تعيين شد. بر اساس نتايج بودجه با ارزش عددي (0/67725) و توسعه زير ساخت­ها با ارزش (0/53921)، به ترتيب در ميان شاخص­ هاي ورودي و خروجي، اولويت­ اول را به خود اختصاص دادند. نتيجه‌گيري: به طور كلي، با توجه به نتايج به مديران ادارات توصيه مي­ گردد در راستاي بهبود ظرفيت عملكردي سازمان، استفاده بهينه از بودجه و بويژه بودجه­ عمراني، با هدف توسعه زيرساخت­ هاي ورزش را مورد توجه قرار دهند.

Objective: This study aims at identifying and prioritizing the performance evaluation indices of Iranian directorates of Sports and youth form the experts' viewpoints using the AHP model. Methodology: This is an analytical study and the research population is comprised of sport management professors in Tehran state universities (N=186). Considering the required number of the participants in AHP Model for decision-making, the 60 people were randomly chosen as the sample. To identify the indices, a preliminary questionnaire was developed using literature review and distributed among the participants in two steps. With regard to the comments, a questionnaire with five criteria and 26 sub-criteria was finalized and approved. Results: The participants' viewpoints were weighted using the paired comparison matrix. Results indicated that the budget (w = 0.67725) and infrastructure development (w = 0.53921) were ranked the most important indices of input and output respectively. Conclusion: Considering the findings of the study, the directorate administrators are recommended to improve the functional capacity of the organization by paying attention to optimize the use of budget especially development budget in order to develop sports infrastructures.
