چكيده فارسي :
هدف: اين تحقيق با بهره گيري از رويكردهاي مديريت استراتژيك و برنامه ريزي سناريويي، بر پايه سند چشم انداز افق 1404 كشور به بررسي آينده هاي محتمل پيش روي ورزش قهرماني استان خراسان رضوي پرداخته است.
روش شناسي: در اين تحقيق تركيبي از روشهاي تحليل تاثير متقابل و سناريونويسي استفاده شده است تا بتواند پيچيدگي و گستردگي موضوع تحقيق را پوشش دهد و مدلي جامع و انعطاف پذير را استخراج كند. در اين تحقيق از نرم افزارهايMICMAC و SCSENARIOWIZARD براي تحليل اثرات متقابل متغيرها و تهيه سبد سناريوها استفاده شده است.
يافته ها: به منظور تحقق اهداف پژوهش، با مرور ادبيات و با استفاده از پنل خبرگان، نيروهاي پيشران تاثيرگذار در توسعه ورزش قهرماني استخراج شد و پس از تاييد روايي و پايايي آن ها، در جلسات پنل خبرگان ميزان تاثيرگذاري و تاثيرپذيري هر يك از آنها بر روي يكديگر به دست آمد. پس از تحليل ساختاري و استخراج دو عدم قطعيت كليدي به نام حمايت حاميان مالي و سياستهاي خصوصي سازي، سناريوهاي نهايي تدوين و با استفاده از نظرات خبرگان، آيندههاي ممكن براي آنها ترسيم گرديد.
نتيجه گيري: در انتها با توجه به سناريوهاي مستخرج پيشنهاد مي گردد در شرايط آشوب و پر از رقابت فعلي، اداره ورزش و جوانان استان خراسان رضوي به مثابه نهادي هوشمند، برنامه ريزي هاي خود را بلند مدت و با توجه به الگوهاي آينده انديشي و آينده نگاري انجام دهد. همچنين همواره با درصد عوامل محيطي نسبت به وقوع هر يك از سناريوها هشيار بوده و با بررسي و ارزيابي هر يك از استراتژيهاي خود در صورت وقوع هر يك از سناريوها، شناخت جامعي از آينده به دست آورد و در صورت لزوم استراتژيهاي جديدي را تدوين و جايگزين نمايد.
چكيده لاتين :
Objective: This research discusses future development of elite sports based on national perspective by using strategic management approaches relying on scenario– based planning models.
Methodology: In this study has been used cross– impact analysis, and scenario-base planning have offered flexible and Comprehensive planning combination in proposing new style in foresight of sports development. Among used innovations, employing of Micmac and Scenario wizard software to cross– impact analysis and creating scenario carts can be mentioned.
Results: In order to realize the research goals based on drawing the stable guideline of elite sports, first, by monitoring the literature and by using Panel of experts, proceeding forces having an impact on developing championship sports have been derivated. Then. After verification of their validity and durability by experts, in ponded sessions applying structured analysis matrix other has been assessed. Finally, using two key factors, with properties like having impact and uncertainly Effectiveness and impact, the scenario logic is designed and finds scenarios is represented. The result of analyzing factor, derivation of two key factors including backing up of financial supporters and scenarios called "sprint", “relay race”, “high jumping” and “water pit”, than alternative position of them was determined.
Conclusion: Finally, regarding the scenarios extracted, it is suggested that in the current chaotic and competitive situation, Youth and Sports General Directorate of Khorasan Razavi make long term plans and focus on foresight patterns. Besides, it should be conscious about the likelihood of each scenario by thorough and continuous environmental scanning and capture a comprehensive knowledge of the future by investigating and evaluating each of its strategies in case of happening each scenario and if necessary, it should formulate and replace new strategies
