افكار عمومي يا توجه به توده مردم از ديرباز در تاريخ انساني حضور و حيات داشته است هر چند كه تا عصر روشنگري مصطلح نبوده و مورد بررسي علمي قرار نگرفته است. با وجود سلطه بدون چون و چراي پادشاهان و حاكمان بر زندگي مردم، بدون ترديد آنها يكي از اجزاء و اركان شكل‌دهنده حكومت‌ها بوده‌اند كه ميزان اهميت مردم در حوزه سياست به نوع جايگاه و رويكردي بر مي ­گردد كه نزد حاكمان خود داشته‌اند. در خلال نيمه دوم قرن پانزدهم ميلادي ايران آق‌قويونلوها بر غرب ايران حاكم بوده و سازمان حكومت به گونه‌اي قبيله‌اي شكل گرفته و اداره مي­ شد. حكومت آق ­قويونلو اگر چه بيشتر اوقاتش صرف كشمكش بين رهبران قبيله مي‌شد اما نمي­ توانست بي‌توجه به مردم و شرايط اقتصادي- اجتماعي حاكم بر جامعه خويش باشد زيرا كه هر حكومتي نيازمند شناساندن حق حكومت خود نزد مردم حكومت شونده جهت مورد پذيرش قرار گرفتن از جانب آنها مي­باشد. اين پژوهش با تكيه بر روش توصيفي- تحليلي و استفاده از منابع كتابخانه‌اي قصد آن دارد تا رويكرد حكومت آق قويونلو را در جلب افكار عمومي جهت ايجاد پذيرش و مقبوليت مردمي بررسي كند. از منظر اين پژوهش آق ­قويونلوها پس از تثبيت و استقرار حكومت خود به ويژه در دوره حكومت اوزون حسن يكي از مهم ترين وظايف پادشاه نسبت به مردم تحت تابعيت خود را اعاده دادرسي و برپايي عدالت در سطح جامعه و توجه به مسائل و مشكلات آنها مي‌دانستند. علاوه بر اين حكومت آق­ قويونلو در جريان جلب توجه افكار عمومي نسبت به خود مسئله تسهيل هر چه بيشتر جريان اخذ ماليات و كاستن از فشارهاي اقتصادي و مالي را مد نظر و موضوع دين را نيز جهت فراهم آوردن زمينه­ هاي شناسايي و پذيرش حكومت خود در نزد عامه مردم مورد توجه قرار داد.

This research, based on the descriptive-analytical method and the use of library resources, intends to examine the approach of the Government Aq Quiunlu to attract public opinion to establish popular acceptance. From the perspective of this study, Aq Quiunlu after the establishment of his government, especially in the era of the Osun Hasan One of the most important duties of the king was to restore justice to the people at the community level and to pay attention to their problems. Additionally, the government of Aq Quiunlu was drawing public attention to itself, the issue is to ease the flow of tax collection and reduce the economic and financial pressures and the subject of religion to provide grounds for the identification and acceptance of its government among the general public.
