Entrepreneurship Ecosystem Strategy: a New Paradigm for Entrepreneurship Development

امروزه از كارآفريني به عنوان يكي از كارآمدترين عوامل مزيت آفرين نام برده شده و توصيه مي گردد تا بعنوان يك راهبرد حياتي مورد توجه و عنايت ويژه ملت‌ها و دولت‌ها واقع گردد؛ لكن جايگاه ايران در حوزه كارآفريني با توجه به ظرفيت‌هاي موجود و بر پايه شاخص‌هاي دهگانه كسب و كار، چندان مطلوب نمي باشد. به نظر مي‌رسد كمتر به ظرفيت‌ها و نارسايي‌‌هاي اين بخش و همچنين ضرورت تحول آن در يك نگرش سيستمي توجه شده است. در حاليكه توسعه كارآفريني در گرو بهره مندي از تمام ظرفيت‌ها و توانمندي‌هاي بالفعل و بالقوه كارآفرينانه فارغ از هر گونه تعلقات و گرايشات و به دور از هر گونه قشري‌نگري و جزيره‌اي عمل نمودن و دوري از هرگونه موازي كاري‌ها مي باشد. در حقيقت برنامه‌ريزي براي توسعه كارآفريني، نيازمند توجه به موضوعات مختلف از زوايا و جنبه‌هاي متعددي مي باشد كه ضرورت بكارگيري رهيافت اكوسيستم را روشن مي كند. اكوسيستم كارآفريني روش جديدي براي تفكر و اقدام جهت توسعه كارآفريني مي‌باشد، به طوري كه تمام سيستم‌هاي ضروري در توسعه كارآفريني و چگونگي تعامل آنها با يكديگر را مورد توجه قرار مي دهد. چنين اكوسيستمي دربرگيرنده صدها عنصر است كه مي‌توانند در شش قلمرو اصلي بازار، سياست، سرمايه مالي، فرهنگ، حمايت‌ها و سرمايه انساني گروه‌بندي شوند. بنابراين در اين مقاله به بحث در مورد اكوسيستم كارآفريني و ضرورت وجود نگاه سيستمي در مقوله كارآفريني پرداخته مي شود.

Competitiveness of entrepreneurship makes it a critical strategy in global economy. But Iran's position in the field of entrepreneurship, according to available capacities and based on ten indicators of business is not so desirable. So that Iran in terms of "business blossoming" has been ranked 93th among the 144 countries and has ranked it in the 16th place among 20 countries in the 2012-2013 Annual Report which with "Qatar" as the first country in the region (with the rank 11th among 144 countries), 82 ranks away. It seems less attention has been paid to capacities and deficiencies in this sector and also the need for transformation it in a systematic approach. However, entrepreneurship development needs to take all the capacities and empowerment of the region into account. In fact, planning for the entrepreneurship development requires attention to various issues from different aspects which makes clear the necessity of applying the ecosystem approach. Entrepreneurial ecosystem is a new approach to thinking and acting for entrepreneurship development, so that all essential systems in the entrepreneurship development and how their interaction with each other will be considered. This entrepreneurship ecosystem consists of a dozen or so elements which can consolidate into six domains market, policy, financial capital, culture; supports and human capital.
