چكيده فارسي :
زمينه و هدف: امروزه با توسعه صنايع و پيشرفت روز افزون تكنولوژي، با عوارضي نظير آلودگي هوا، حوادث ناشي از كار و بيماري هاي شغلي مواجه هستيم كه نياز به پياده سازي سيستم مديريت HSE-MS در پروژه هاي مختلف را تبديل به امري ضروري كرده است. اين در حالي است كه پياده سازي اين سيستم نيازمند صرف هزينه و زمان است كه بعضي از مديران به دليل تمايل به كاهش هزينه ها، از پياده سازي اين سيستم صرف نظر كرده و يا آن را به طور كامل به كار نمي بندند.
روش بررسي:
بدين منظور در اين مقاله مقادير جريان فرآيند مالي سرمايه گذاري در سيستم HSE-MS به صورت اعداد فازي، با استفاده از روش نرخ بازگشت سرمايه داخلي(IRR)، اقتصادي بودن اين سرمايه گذاري را تحت محيط فازي ارزيابي شد. همچنين در اين مقاله به تشريح نحوه محاسبه هزينه هاي حوادث، نحوه محاسبه ميزان سرمايه گذاري در سيستم HSE-MS، معرفي روش IRR، معرفي تئوري مجموعه هاي فازي، نحوه محاسبه IRR فازي و سرانجام به تشريح روش پيشنهادي مقاله پرداختيم. محاسبات با استفاده از نرم افزار @RISK مورد تجزيه و تحليل قرار مي گيرد.
يافته ها: همان طور كه مشاهده مي شود فرآيند مالي حاصل از پياده سازي سيستم مديريت HSE-MS هم مطابق روش FIRR و هم با استفاده از نرم افزار @RISK اقتصادي بوده و بر ضرورت پياده سازي سيستم مديريت ايمني از نقطه نظر اقتصادي دلالت مي كند. به عبارت ديگر متوسط نرخ بازگشت سرمايه داخلي فرآيند مالي حاصل از پياده سازي سيستم مديريت HSE-MS مطابق روش IRR تقريبا برابر با 22 درصد است كه از متوسط نرخ بازار 5 درصد بسيار بزرگتر بوده و به شدت بر اقتصادي بودن اين فرآيند مالي تاكيد دارد.
نتيجه گيري: مطابق يافته هاي مطالعه اخير ميزان نرخ بازگشت سرمايه داخلي بين 14 تا 18 درصد بوده و از ميزان نرخ بازار (7 درصد) بيشتر است پس نشان مي دهد كه سرمايه گذاري در بخش ياد شده بسيار سودآور بوده و منجر به بازگشت سرمايه طي دوره هاي بعدي خواهد شد. به عبارتي سرمايه گذاري در بخش ايمني، بهداشت كار و محيط زيست علاوه بر كاهش مخاطرات محيط كار و در نتيجه كاهش حوادث شغلي و افزاليش رضايت شغلي منجر به سودآوري پروژه ها نيز مي گردد.

Background: : In the present time, with the industrialization and increasing the welfare of
the society with a variety of risks air pollution, work-related accidents and occupational
diseases which make it necessary to use a HSE-MS management system in different projects.
However, the implementation of this system need to Requires knowledge, expertise, spend
some money and time, so because of the reduced of cost trend in some managers, they
regardless of do that or do it imperfect.
Methods: In this paper, the value of the flow of the investment process in the HSE-MS
system in the form of fuzzy numbers, using the method of return on capital investment (IRR)
method, evaluated the economics of this investment under fuzzy environments. Also, this
paper describes how to calculate the cost of accidents, how to calculate the amount of
investment in the HSE-MS system, introducing the IRR method, introducing the theory of
fuzzy sets, how to calculate fuzzy IRR, and finally, we describe the proposed method. The
calculations are analyzed using the @RISK software.
Results: As you can see, the financial process resulting from the implementation of the
HSE-MS management system is both economic and financially based on the FIRR method
and the use of the @RISK software and implies the need for the implementation of a safety
management system from an economic point of view. In other words, the average return on
capital employed in the financial process resulting from the implementation of the HSE-MS
management system, according to the IRR method, is almost 22%, much higher than the
average market rate of 5%, and strongly emphasizes the economic nature of this financial
process.
Conclusion: According to the findings of the recent study, Internal Rate of Return is
between 14% and 18%, and is more than the market rate (7%). So it’s indicating that the
investment in the aforementioned sector is very profitable and leads to returning capital over
the next few years will be. In the other hand, investment in the safety, health and
environmental sectors in addition to decreasing the risks of decreasing the job and thus
reducing occupational accidents and job satisfaction leads to the profitability of projects.
