گسترۀ منافع ملي در دولت اسلامي با تأكيد بر سياست خارجي جمهوري اسلامي ايران

The Scope of National Interests in the Islamic Government by Emphasis on the Foreign Policy of the Islamic Republic of Iran

باورها و اعتقادات مشترك، ظرفيتها و فرصتها و همچنين، محدوديت‌ها و چالش‌ها، عناصر تعيين‌كنندۀ منافع ملي كشورها هستند. باتوجه‌به اينكه منافع ملي از مفاهيم نوپديد در عرصۀ سياست خارجي دولت‌هاست، اين سؤالات مطرح است كه آيا مي‌توان در دولت اسلامي از منافع ملي سخن گفت؟ چنانچه پاسخ مثبت است، گسترۀ آن تا كجاست؟ در ترسيم منافع ملي نظام جمهوري اسلامي، چگونه ابعاد فراملي مسئوليت‌هاي دولت اسلامي، مورد توجه قرار گرفته است؟ با بهره‌گيري از منابع اسلامي و همچنين به‌شيوۀ تحليلي-‌اجتهادي، به دست آمد كه مي‌توان، به‌رغم رسالت جهاني و منطقه‌اي دولت اسلامي، از منافع ملي در آن سخن گفت؛ اما منافع ملي با منافع اسلامي و بشري در هم تنيده است و قابل انفكاك نيست. در چنين وضعيتي، منافع ملي دولت اسلامي، محدود به منطقۀ جغرافيايي خاصّ نخواهد گرديد و به‌تبع جهاني بودن رسالت دولت اسلامي، منافع ملي نيز گسترۀ جهاني مي‌يابد. قانون اساسي و همچنين، بيانات و سيرۀ عملي رهبران نظام جمهوري اسلامي، حاكي‌از آن است كه مسئوليت‌هاي فراملي دولت اسلامي، در ترسيم منافع ملي جمهوري اسلامي، مورد توجه قرار گرفته و مصالح بشري و اسلامي، جزء لاينفك منافع ملي نظام جمهوري اسلامي قلمداد شده است.

Common beliefs, capabilities, opportunities, as well as limitations and challenges are the determining factors of the national interests of all countries. Regarding the fact that national interests are among the new concepts in the realm of foreign policy, the following question is raised: Can national interests be talked about in the Islamic government? If the answer is yes, what is its scope? How are the supranational dimensions of the responsibilities of the Islamic government considered in determining the national interests of the Islamic Republic of Iran? Using Islamic sources and analytical-Ijtihadi method, it was concluded that national interests can be talked about despite the global and regional mission of the Islamic government; however, national interests and Islamic and human interests are intertwined and cannot be separated. In such a condition, the national interests of the Islamic government are not restricted to a specific geographical region and they will gain global scope as the result of the global mission of the Islamic government. The Constitution and also the speeches and the practical conduct of the leaders of the Islamic Republic show that the supranational responsibilities of the Islamic government are considered in determining the national interests of the Islamic Republic and Islamic and human interests are regarded as the inseparable parts of the national interests of the Islamic Republic.
