حق مشاركت شهروندان و آزادي سياسي با تأكيد بر قرآن‌كريم

Citizens’ Right of Participation and Political Freedom by Emphasis on the Holy Quran

مشاركت سياسي بدون عنصر آزادي امكان ندارد و جامعه‌اي كه اين حق را تجربه كند، درصدي از آزادي سياسي را به دست آورده است. سؤال اصلي اين نوشتار بر گرد راهبرد مشاركت سياسي و نقش آن در تأمين آزادي سياسي از منظر قرآن‌كريم است كه با روش تحليلي و توصيفي سامان مي‌گيرد. هدف، بررسي جايگاه حق مشاركت سياسي شهروندان و نسبت آن با آزادي سياسي از منظر قرآن كريم است. در پاسخ باتوجه‌به تمهيد نظري و اموري مانند رابطۀ تعاملي حق مشاركت و تكليف، همزادي مشاركت و آزادي سياسي و حق مشاركت برابر، مي‌توان مراحل پيوند مشاركت سياسي و نقش آن در آزادي را در سه مرحله رصد كرد: مشاركت سياسي در كسب قدرت كه همراه با مشاركت مثبت براي تشكيل دولت اسلامي و مشاركت منفي براي رويارويي با نظام ستم است؛ مشاركت سياسي در تثبيت قدرت كه با حقوقي مانند حق تعيين سرنوشت، حق انتخابگري و حق انتخاب شدن همراه است؛ مشاركت سياسي در نظارت بر قدرت كه در بستر آزادي رخ مي‌دهد و با امربه‌معروف و نهي‌ازمنكر عملياتي مي‌شود. نوآوري نوشته ازآن‌جهت است كه تلاش شده است نقش حق مشاركت در آزادي سياسي در مراحل مختلف از منظر كلام الهي بررسي شود.

Political participation is not possible without the element of freedom and a society which experiences this right has gained a percentage of political freedom. The main question of the present article is about the strategy of political participation and its role in providing political freedom from the viewpoint of the Holy Quran which is done through using analytic-descriptive method. The aim is investigating the position of the right of political participation and its relationship with political freedom from the viewpoint of the Holy Quran. Regarding theoretical arrangements and issues like the relationship between the right of participation and duty, sameness of political participation and freedom and equal right of participation, the stages of the connection of political participation and its role in freedom can be observed in three stages: political participation in gaining power which is accompanied by positive participation for establishing the Islamic government and negative participation for fighting against the oppressors; political participation in consolidation of power which entails rights like the right to determine one’s destiny, the right to choose and the right to be chosen; political participation in supervision over power which happens on the ground of freedom and is operationalized by enjoining the good and forbidding the evil. The innovation of the present article is that it is tried to investigate the role of the right of participation in political freedom in different stages from the viewpoint of divine words (i.e. the Holy Quran).
