مهم­ترين بسترهاي همكاري مشترك جمهوري اسلامي ايران و بلاروس كه سبب گسترش مناسبات دو كشور شده است اين است كه هر دو كشور در حوزه سياست خارجي، ديپلماسي فرهنگي را سرلوحه روابط خود قرار داده­اند. در واقع، ديپلماسي فرهنگي در گستره روابط بين­الملل، در جهت توسعه روابط و ارتباطات در بين كشورها جايگاه ويژه­اي يافته و سبب همسويي ميان دولت­ها و ملّت­ها گرديده است. ديپلماسي فرهنگي ﺑﻪ ﻋﻨﻮان ﯾﮑﯽ از اﺑﺰارﻫﺎي ﺑﻪ ﮐﺎرﮔﯿﺮي ﻗﺪرت ﻧﺮم در پشتيباني سياست خارجي كشورها كه هنر ﺗﻘﻮﯾﺖ و ﺣﺼﻮل ﻣﻨﺎﻓﻊ ﻣﻠﯽ ﮐﺸﻮرﻫﺎ را برعهده دارد، در فراهم آوردن بستر­هاي همكاري­هاي مشترك، فهم و معرفي فرهنگ­ها و تبادل ارزش­هاي فرهنگي و نيز تثبيت روابط حسنه ميان دولت­ها تاثير بسزايي دارد. با توجه به اين واقعيت، سؤال اصلي پژوهش حاضر اين است كه ديپلماسي فرهنگي چگونه مي­تواند در ارتقاي تعاملات چندوجهي ميان ايران و بلاروس تاثيرگذار باشد؟ يافته­هاي پژوهش با بهره­گيري از اسناد و تجزيه و تحليل اطلاعات به روش تبييني و با استفاده از رهيافت نظري روابط فرهنگي بين­المللي، بيانگر آن است كه در صورت توانمندسازي ديپلماسي فرهنگي جمهوري اسلامي ايران و بلاروس دو كشور خواهند توانست سطوح همكاري­ها را در حوزه­هاي مختلف فرهنگي، سياسي، اقتصادي به طور فزاينده توسعه دهند و در مجموع موجب ارتقاي منافع و مصالح ملي متقابل شوند.

The most important framework for the joint cooperation of the Islamic Republic of Iran and Belarus, which has led to the expansion of relations between the two countries, is that both countries have set diplomatic relations in the field of foreign policy in their relations. In fact, cultural diplomacy in the field of international relations has become a special place for the development of relations and communication among countries and has brought about a convergence between governments and nations. Cultural diplomacy as one of the tools for using soft power in supporting foreign policy of countries that embodies the art of strengthening and national interests of countries in providing a platform for collaborative co-operation, understanding and introducing cultures and exchanging values Cultural affairs and consolidation of good relations between governments; The cultural relations of the Iran and the Republic of Belarus, have a common ground for expanding cultural relations. therefore, the question of research is how did cultural diplomacy affect Iran's relations with Belarus? The findings of the study by collecting information in the library and documentary, and analyzing information and explanatory method indicate that cultural diplomacy will promote the level of cooperation between the two countries in different areas.
