The Transition in the Global Economic Structure; Economic Behavior of Great Powers during the Transition Period

اقتصاد همواره به عنوان يكي از اصلي‌ترين مباني تعامل ميان بازيگران جهاني مطرح بوده است. تاكيد بر نقش محوري اقتصاد در سياست خارجي قدرت‌هاي بزرگ موجب شده است تا در شرايط مختلف، هندسه ساختاري قدرت و به دنبال آن جايگاه ساختاري كشورها دچار تغيير و تحول شود. اين جابجايي‌ها منجر به ايجاد تغييرات جدي در ميزان تاثير و نفوذ بازيگران، و تلاش فراگير از سوي قدرت‌هاي نوظهور براي بازتعريف هنجارها، قواعد و ترتيبات نهادي متداول گرديده است. دوران گذار، مقطعي سيال براي فضاي اقتصاد جهاني محسوب مي‌شود كه الگوهاي رفتاري منحصر بفردي را براي اصلي‌ترين بازيگران ساختار جهاني به همراه خواهد داشت. براين اساس، پرسش كليدي مقاله آن است كه در دوران گذار، مجموعه كنش‌ها و واكنش‌هاي قدرت‌هاي جهاني نسبت به تحولات ساختار اقتصادي جهان از چه مولفه‌هايي برخوردار خو.اهد بود؟ يافته‌هاي پژوهش حاكي از آن است كه موج فراگير انتقال جريانات سرمايه‌اي و تجاري از حوزه اقتصادهاي غرب‌محور (به رهبري ايالات متحده) به ساير جهات (چين، برزيل، هند، روسيه و ...) در حال پراكنش مي‌باشد كه موجب شده تا بتوان دو نوع الگوي رفتاري را مشاهده كرد. از يك سو براي ممانعت از آسيب‌پذيري و نيز ترميم نقايص ساختار فعلي، اقدامات قابل توجهي از سوي ايالات متحده در حال پيگيري است. و از سوي ديگر، واكنش‌ها و رغبت بازيگران نوظهور براي بناي نظم نوين اقتصادي زمينه اصطكاك حداكثري را در ساختار نظام بين‌الملل فراهم آورده است.

The economy has always been one of the main foundations of interaction among global actors. The emphasis on the pivotal role of the economy in foreign policy of the great powers has led to change the structural geometry of power and, consequently, the structural position of countries, in different conditions. These displacements have led to significant changes in the level of influence of actors, and an inclusive effort by emerging powers to redefine conventional norms, rules and institutional arrangements. The transition period is a fluid period for the global economy, which will have unique patterns of behavior for the main actors in the global structure. Accordingly, the key question of the article is that during the transition period, what were the components of the set of actions and reactions of the world powers to the changes in the economic structure of the world? The research findings indicate that the waves of the flow of capital and business flows from the West-oriented economies (led by the United States) to other directions (China, Brazil, India, Russia, etc.) are spreading. As a result, two types of behavior can be observed. On the one hand, significant measures are being taken by the United States to prevent the vulnerability and to repair the defects of the current structure. On the other hand, the reactions and willingness of emerging actors to build the new economic order have provided the maximum friction in the structure of the international system.
