بررسي نقش فناوري اطلاعات در شفاف سازي و كاهش فساد سازمان هاي دولتي

A Study on the Role of Information Technology in the Transparency and Reduction of Corruption of Public Agencies (Text in Persian)

امروزه فساد در بخش دولتي معضل و چالشي قابل توجه است كه مديران و سران كشورها را بر آن داشته كه درصدد يافتن راه حلي براي كاهش فساد برآيند. از سويي ديگر، قابليت هاي فناوري اطلاعات منجر به شكل گيري مفاهيمي مانند دولت الكترونيك شده است كه مي تواند به عنوان گزينه اي در راستاي شفاف سازي و كاهش فساد اداري سازمان هاي دولتي مطرح باشد. در اين راستا، پژوهش حاضر به بررسي رابطه دولت الكترونيك و شفافيت و كاهش فساد اداري مي پردازد. در اين راستا كاربردهاي فناوري اطلاعات در سازمان هاي دولتي نيز مطالعه خواهد شد. نتايج به دست آمده از بررسي هاي اين پژوهش نشان مي دهد كه توسعه دولت الكترونيك در كشورها موجب افزايش شفافيت و كاهش فساد در فعاليت ها و اقدامات دولت مي گردد.

Today، the problem of corruption in the public sector is a remarkable challenge that has prompted managers and leaders to try to find a solution to reduce corruption. On the other hand، IT capabilities have led to the formation of concepts such as e-government that can be viewed as an option for transparency and reduction of corruption in public agencies. In this regard، through examining the application of information technology in public agencies within the framework of forming the egovernment and its indices، such as egovernment development index (including three components of online services، telecomm infrastructure، and human capital)، the present study examines the relation between egovernment and transparency and reduction of corruption in administrative affairs. The results of the present study indicate that fostering the development of egovernments can lead to higher transparency and less corruption in the governments’ activities.
