كاربرد راهكارهاي برتر در بازمهندسي فرايند نظام پيشنهادها در شركت بهره برداري متروي تهران

The Application of Best Practices in Reengineering of Recommendation System Process in Tehran Metro Company (Text in Persian)

امروزه در عصر اطلاعات، سازمان هاي توليدي و خدماتي به دليل فشارهاي رقابتي و گسترش بازار با چالش هاي متعددي در حوزه كسب و كار مواجه شده اند. لذا براي مواجه شدن با اين چالش ها ناگزير به ايجاد تغييرات اساسي در فرآيندهاي كسب و كار خود به منظور ايجاد ارزش افزوده بيشتر و حذف فعاليت هاي فاقد ارزش از زنجيره ارزش خود هستند. اين پژوهش به بيان ساز و كار و نحوه بازطراحي، پياده سازي، اجراي طرح بازمهندسي و در نهايت ارزيابي كيفي فرآيند نظام پيشنهادهاي شركت بهره برداري متروي تهران مي پردازد. به منظور اجراي پروژه بازمهندسي از متدولوژي تركيبي PIP و همر- چمپي و راهكارهاي برتر بهره گرفته شده است. اين پژوهش در زمره پژوهش هاي توصيفي و كاربردي محسوب مي شود و داده هاي مورد نياز از طريق مطالعات كتابخانه اي، مشاهده ي محيط كاري و مصاحبه با متخصصين حوزه ي فرايند جمع آوري شد. در طراحي فرايند جديد از مجموعه اي از راهكارهاي برتر از جمله حذف وظايف غيرضروري، توالي مجدد،كاهش تعداد افراد درگير، افزايش مهارت تخصصي نيروها، ادغام دو يا چند وظيفه، افزايش كنترل، خودكارسازي و اتوماسيون وظايف و استفاده از تكنولوژي كامل، استفاده شده كه در نهايت منجر به بهبود شاخص هاي كليدي ارزيابي عملكرد شامل افزايش مشاركت پرسنل شركت در نظام پيشنهادها، افزايش رسيدگي به پيشنهادها، افزايش اجرايي شدن پيشنهادهاي پذيرفته شده، افزايش كارايي و بهره وري و كاهش مدت زمان فرايند رسيدگي به پيشنهادهاي كاركنان شده است. تاثيرات راهكارهاي برتر به وسيله ي فاكتورهاي ارزيابي به صورت كيفي ارائه شده است.

In today's information age، many manufacturing and service organizations have been faced with severe challenges in their field of business due to competitive environment and market expansion. Therefore to overcome these challenges they are forced to reengineer or re-design their business processes in order to create more added values as well as to remove non-value activities. This study addresses the redesign process through a qualitative evaluation system in Tehran Metro Operation Company. With this regard، a composite reengineering methodology has been used from PIP and Hammer-Champy through the application of best practices. This study is a descriptive and applied research in which the required data and candidate best practices were collected through library studies، workplace observation and interviews with experts in the field. Many best practices were used for the reengineering process such as eliminating unnecessary tasks، re-sequencing، reducing the number of involved people، increasing specialists، merging two or more functions، increasing control، automation of tasks and use of technology. As a result، key performance indicators were improved including increasement of staff participation in the recommendations system، increasement of recommendations handling، increasement of executive recommendations، improving the efficiency and productivity of recommendation process as well as reducing the time to handling processes. Best Practices effects are presented by evaluating quality factors.
