An Investigation on the Legal System for Grounding and Development of Knowledge and Knowledge Management in Iranian Administration System, Focusing on the National Services Management Law (Text in Persian)

اين مقاله با بررسي ادبيات موضوع مديريت دانش در سطح جهان، ضمن تمركز بر ضرورت و اهميت مديريت دانش در كشورهاي در حال توسعه، مهم ترين مسائل به كارگيري مديريت دانش در سطح ملي را مطرح مي كند. همچنين به سياست ها و روش هايي مي پردازد كه براي تقويت مديريت دانش در سطوح ملي و منطقه اي توسط كشورهاي مختلف به كار گرفته شده است. بر آن مبنا، با بررسي قانون مديريت خدمات كشوري ايران، پيشنهادهاي كاربردي در خصوص نحوه اعمال احكام اين قانون در امور فناوري اطلاعات و مديريت دانش و اطلاعات در سطح ملي ارائه شده است. اين پيشنهادها عبارتند از: طراحي و استقرار سيستم جامع ملي اطلاع رساني الكترونيكي، تهيه و اجراي برنامه ارزيابي و بازنگري وب سايت هاي كليه سازمان هاي مشمول قانون، جمع آوري اطلاعات مربوط به تخصص هاي ايرانيان به عنوان بخشي از پايگاه اطلاعات ايرانيان، شبكه بندي دانش بيرون و درون نظام اداري كشور، پيش بيني پست هاي مرتبط با مديريت دانش در تشكيلات دستگاه هاي اجرائي، طراحي سيستم تسهيم دانش واحدهاي سازماني وسازمان ها با يكديگر، ايجاد سيستم جامع رايانه اي پيشنهادهاي ملي، شناسايي بازنشستگان متخصص و موثر هر سازمان براي امكان استفاده از مشاوره آنان در واحد مربوطه و مستندسازي دانش و تجربيات آنان براي استفاده درسازمان هاي مشمول قانون.

This article investigates the literature of knowledge management at the world level، focusing on the necessity and importance of knowledge management in developing cuntries; introduces the most important problems of implementing knowledge management at national level. It also introduces policies and methods which are used for supporting knowledge management at national and regional levels. Based on the mentioned exploration، the National Services Management Law is examined and practical suggestins are made for implementation of its rules in the field of information technology and knowledge management at national level. These suggestins include: design and implementation of national comprehensive electronic information system، assessment and review of websites of all organizations involved in the mentioned law، designing Iranians’ expert database، networking inside and outside the administrative system، introducing positions for knowledge management in organizations، designing knowledge sharing systems inside and between organizations، creating national computerized suggestion system، identifying retired experts and documentation of their expertise and experiences to be used in organizations.
