شناسايي شايستگي هاي نمايندگان مجلس شوراي اسلامي با استفاده از روش دلفي فازي

Identifying the Competencies of Parliament Members (Text in Persian)

دغدغه اي كه ذهن فرهيختگان و دلسوزان جامعه ي ايران را با خود درگير كرده اين است كه از ميان نامزدهاي مختلف انتخاباتي، چه كساني قرار است به عنوان نماينده مردم در «مجلس شوراي اسلامي» انتخاب شوند؛ به عبارتي قرار است تعيين سرنوشت يك ملت در متن حوادث بزرگ آينده به دست چه كساني سپرده شود؛ همچنين حضور افراد مختلف در رقابت هاي انتخاباتي و شروع دوباره وعده هاي آنچناني و ادعاهاي هيجاني كه طبعاً با بالابردن انتظارهاي همگاني و اميدواري هاي ناگهاني برخي از اقشار جامعه همراه خواهد بود، اهميت و ضرورت شناسايي شايستگي هاي موردنياز نمايندگان مجلس را دوچندان مي كند. هدف پژوهش حاضر، شناسايي شايستگي هاي نمايندگان «مجلس شوراي اسلامي» با استفاده از روش دلفي فازي است. جامعه آماري اين پژوهش را نمايندگان دوره هاي مختلف «مجلس شوراي اسلامي» و استادان رشته مديريت و علوم سياسي دانشگاه ها تشكيل مي دهند. با توجه به هدف پژوهش، نمونه گيري به روش گلوله برفي صورت گرفت. حجم نمونه با توجه به روش نمونه گيري گلوله برفي 30 نفر بود. پس از بررسي نظرها، 54 مولفه به عنوان شايستگي هاي موردنياز نمايندگان شناسايي شد كه از ميان آن ها مولفه هاي صداقت، ظلم ستيزي، قاطعيت، اخلاص، وظيفه شناسي، مسئوليت در برابر اختيارات نمايندگي، قدرت چانه زني و آگاهي سياسي، مولفه هاي بودند كه همه خبرگان اهميت آن ها را براي شايسته بودن يك نماينده به كرات بيان كرده بودند.

An important concern in parliament election is that the mind of intellectuals and community is involved with different candidates and those who will be elected as the representatives of people in parliament. In other words، their thought will be engaged with the ones who want to determine the fate of the nation in the context of big events. The presence of different candidates in election campaign through giving unreal promises and emotional claiming lead to enhancing the public expectations and hopes in society. As a result، it is necessary to identify the competencies required for members of parliament. This study aims at identifying the essential competencies for parliament members using Fuzzy Delphie Technique. The participants of this study include the former parliament members in different periods as well as management professors in universities. According to the purpose of the study، the sample size was based on Snowball. In accordance with the snowball sampling، the sample size was 30 participants. After investigating the comments، 54 components were identified as the required competencies for the representatives and some of them can be mentioned as honesty، oppression، determination، sincerity، commitment، responsibility for delegates’ options، bargaining power and political awareness which have been confirmed by the experts as the essential competencies required for parliament members.
