تحول پارادايمي مفهوم قدرت و امنيت در عصر جهاني شدن و تأثير آن بر امنيت ملي جمهوري اسلامي ايران

The paradigmatic transformation of the concept of power and security in the age of globalization and its impact on the national security of the Islamic Republic of Iran

قدرت و امنيت، كليدي ترين مفاهيم روابط بين الملل محسوب مي شوند بااين وجود، اين دو مفهوم را مي توان پيچيده ترين مفاهيم اين ديسيپلين علمي نيز به حساب آورد. اين مساله بويژه در پرتو پويايي سياست بين الملل و تحول پارادايميك اين علم در عصر جهاني شدن، در هر دو حوزه روشي و ماهوي و ظهور بازيگران متعدد غير دولتي، وابستگي متقابل اقتصادي، سياسي و امنيتي كشورها و توسعه فناوري اطلاعات و ارتباطات، سبب شده كه امروزه با اشكال و ابعاد بسيار متنوع و متكثري از قدرت و امنيت و رويكردهاي متفاوت در توضيح و تبيين آن مواجه باشيم. بر اين اساس، علي رغم سلطه هژمونيك رهيافت رئاليسم در روابط بين الملل، تعريف قدرت و امنيت به عنوان توانمندي معطوف به زور مورد انتقاد و واسازي مفهومي قرار گرفته است. در اين راستا مفاهيمي چون قدرت نرم، قدرت هوشمند، امنيت نرم، هسته امنيتي، دفاع هوشمند و... مطرح شده است. باتوجه به اين مساله، هدف اصلي پژوهش حاضر، بازخواني تحول پارادايميك قدرت و امنيت در عصر جهاني شدن سياست و تاثير آن بر امنيت ملي جمهوري اسلامي ايران است. در اين مقاله تلاش شده تا به اين سوال پاسخ داده شود كه مهم ترين تاثيرات تحول مفهوم قدرت و امنيت در عصر جهاني شدن بر امنيت ملي ايران كدامند؟ يافته هاي اين پژوهش كه با روش توصيفي- تحليلي صورت گرفته نشان مي دهد كه تحول ماهوي قدرت، امنيت و تهديد در عصر جهاني شدن از رويكرد سلبي و دولت محور به رويكرد ايجابي، انساني و فراملي، زمينه شكل گيري چالش ها و فرصت هاي نويني براي امنيت ملي ايران شده كه عدم توجه به تحول اين مفاهيم و پيگيري راهبردهاي امنيت ملي بر مبناي تعاريف سنتي، تأمين كننده منافع ملي جمهوري اسلامي ايران در عصر جهاني شدن نخواهد بود.

Power and security are the key concepts of international relations. Nevertheless, these two concepts can be considered as the most complex concepts of this discipline. This issue, in particular in the light of the dynamics of international politics and the paradigmatic transformation of this science in the age of globalization, has brought about both methodological and material domains and the emergence of numerous non-state actors, the interdependence of economic, political and security of countries and the development of information and communication technology, which today, faced us with a variety of forms and dimensions of power and security and different approaches to explaining and explaining it. Accordingly, despite the dominance of hegemonic approach of realism in international relations, the definition of power and security as a forceful force has been criticized and conceptual deconstruction. In this regard, concepts such as soft power, smart power, soft security, security kernel, intelligent defense, and the like have been posed. Regarding this issue, the main purpose of this study is to review the paradigm shift of power and security in the era of policy globalization and its impact on the national security of the Islamic Republic of Iran. This article attempts to answer the question: What are the most important effects of the transformation of the concept of power and security in the age of globalization in Iran's national security? The findings of this research, which have been conducted through descriptive-analytic method, show that the evolution of power, security and threat in the era of globalization has transformed a state-oriented, positive, human and transnational perspective to the emergence of new challenges and opportunities for national security of Iran, which the lack of attention to the development of these concepts and the pursuit of national security strategies based on traditional definitions will not be the national interests of the Islamic Republic of Iran in the era of globalization.
