اقليم كردستان عراق و جمهوري اسلامي ايران در عصر وابستگي متقابل؛ فرصت‌ها و چالش‌ها

Iraqi Kurdistan and Islamic Republic of Iran in an Era of interdependence: Opportunities and challenges

بي‌ترديد، موقعيت ژئوپليتيك دو كشور ايران و عراق در باب مناسبات اقتصادي، سياسي، فرهنگي و ... در بستر تاريخ در هم تنيده­ شده است؛ به‌گونه‌اي كه امتزاج ميان اين حوزه‌ها را مـي‌تـوان در عصر وابستگي متقابل مشـاهده كرد. يكي از مناطقي كه از تأثيرگذاري و اهميت بالايي در عراق جديد برخوردار است، منطقه خودمختار كردستان محسوب مي‌شود كه در پرتو واقعيت‌هاي ژئوپليتيك، بررسي فرصت‌ها و چالش‌هايي را كه پيش‌روي جمهوري اسلامي ايران قرار داده است، ضروري نموده است. پژوهش حاضر، ضمن تمهيد پشتوانه نظري مبتني بر وابستگي متقابل، درصدد پاسخ­گويي به اين پرسش است كه منطقه كردستان عراق از چه ظرفيت­ها و امكاناتي در جهت تأثيرگذاري بر جمهوري اسلامي ايران برخوردار است؟ فرضيه مقاله عنوان مي­كند كه روابط ميان ايران و اقليم كردستان عراق مي­تواند در حوزه­هاي موضوعي فرهنگ، تروريسم و امنيت منطقه‌اي، فعاليت اقتصادي و مسأله انرژي، فرصت­ها و چالش­هايي را براي ج.ا.ايران زمينه­سازي نمايد. پژوهش حاضر به روش كيفي و با رويكرد توصيفي و تحليلي است. نتايج تحقيق مؤيد اين واقعيت است كه درك صحيح جمهوري اسلامي ايران نسبت به جايگاه اقليم كردستان عراق، مي­تواند در جهت تهديدزدايي امنيتي و تأمين منافع ملي مؤثر واقع شود.

Undoubtedly the geopolitical location of Iran and Iraq and their economic, political and cultural ties has intertwined in history and in an era of interdependence one can witness the interactions of the above spheres. One of the regions where has great importance in new Iraq is the autonomous region of Kurdistan. This region has great geopolitical significance and it is necessary to know that what opportunities and challenges it has for the Islamic Republic of Iran. The present article by adopting mutual interdependence as its theoretical framework wants to answer this question as to what potentials and factors Iraqi Kurdistan have to influence Islamic Republic of Iran. The underlying hypothesis is that the relations between Iran and Iraqi Kurdistan in issues like culture, terrorism and regional security, economic activities and the issue of energy can create opportunities and challenges for Islamic Republic of Iran. The present article by a qualitative method and descriptive-analytical approach deals with the problem. The finding of the study shows that the right understanding of the importance and place of Iraqi Kurdistan can help to achieve Iran's interests and contain the threats from the latter.
